Why Is My Federal Refund Pending After Being Accepted?

A federal refund that’s pending after being accepted usually means your return passed the IRS intake check but hasn’t cleared financial review yet. Acceptance confirms only that the IRS received a valid, non-duplicate return; the money doesn’t move until the agency matches your reported figures against third-party records and clears any flags on the account.1Internal Revenue Service. Accepted Is Not Approved

The “Accepted” message on Where’s My Refund? is a technical confirmation. IRS systems have received your electronic return, verified your Social Security Number, and confirmed you haven’t already filed for the year. Status information appears within about 24 hours of e-filing, or roughly four weeks after a paper return is mailed.1Internal Revenue Service. After acceptance the return moves into processing. Your wages, withholding, deductions, and credits are compared with what employers, banks, brokerages, and other payers reported. The refund is not approved until that review finishes and the IRS confirms the amount. If you’re stuck at “Return Received” past 21 days, the return is under manual review for one of the reasons below.

Why the Refund Is Sitting There

A PATH Act Hold on EITC or ACTC

If your return claims the Earned Income Tax Credit or the Additional Child Tax Credit, federal law prohibits the IRS from releasing the refund before mid-February, regardless of how early you filed. The hold applies to the entire refund, not just the credit portion. If you claimed either credit and it’s still January or February, this is almost certainly what’s happening. Nothing you do speeds it up.

An Identity Verification Flag

A return filed from a new location, a big income swing, or a pattern the IRS associates with identity theft can trigger an identity check. The IRS then sends a letter before it will keep processing. The most common are Letter 5071C, which offers online and phone verification, and Letter 4883C, which is phone-only.3Taxpayer Advocate Service. A CP05 notice is different. It doesn’t ask for identity verification; it tells you the IRS needs up to 60 days to verify income, withholding, credits, or business income, and no response is required unless a follow-up letter asks for documents.5Internal Revenue Service. An Income Mismatch

If the wages on your Form 1040 don’t line up with an employer’s W-2, or a 1099 shows income you didn’t include, the return gets pulled for manual review. When the IRS reaches a different number, it sends a CP2000 notice proposing changes and showing the third-party data behind them.6Internal Revenue Service. A Missing Form

Some credits require attachments that stop processing when they’re absent. If you received advance payments of the Premium Tax Credit through a Marketplace, you have to file Form 8962. An e-filed return without it will be rejected outright; a paper return without it is accepted but flagged for follow-up by mail.7Internal Revenue Service. Form 8379 (Injured Spouse Allocation) has its own long clock. An e-filed return with Form 8379 attached takes about 11 weeks. A paper-filed return with the form takes about 14 weeks. Your Refund Was Offset

Sometimes the refund isn’t delayed. It was seized. Under 26 U.S.C. § 6402, the Bureau of the Fiscal Service can reduce or eliminate a federal refund to cover certain debts.9Office of the Law Revision Counsel. 26 USC 6402 – Authority to Make Credits or Refunds The debts that trigger an offset include:

  • Past-due child support reported by a state.
  • Defaulted federal student loans, FHA mortgage defaults, and other past-due federal agency debts.
  • Back state income taxes.
  • Unemployment compensation overpayments a state is trying to recover.

For offsets against past-due federal tax, the IRS sends a CP49 notice. For every other type of offset, the notice comes from the Bureau of the Fiscal Service, not the IRS.10Taxpayer Advocate Service. A Bank or Direct Deposit Problem

A refund can also get stuck after approval. If your routing or account number was wrong and the bank rejected the deposit, the money is returned to the IRS, and a notice follows by mail. If the deposit doesn’t appear within five calendar days of the expected date, you can file Form 3911 to start a refund trace, but banks have up to 90 days to respond, and full resolution can take up to 120 days.11Internal Revenue Service. There’s also a fraud-prevention cap most filers don’t know about. The IRS allows a maximum of three refunds to be deposited into the same bank account or prepaid debit card in a year. The fourth and any later refunds are automatically converted to paper checks, adding about four weeks to delivery.12Internal Revenue Service. Where’s My Refund? is on irs.gov and in the IRS2Go app. You’ll need your SSN or ITIN, filing status, tax year, and exact refund amount.13Internal Revenue Service. Watch for a message directing you to a specific action.

Your Tax Transcript

For a look behind the vague status, pull your account transcript with the IRS Get Transcript tool. Three internal transaction codes show up most often in refund delays:

  • Code 570: a temporary hold on the account. It doesn’t automatically mean something is wrong, but it signals the IRS needs more time or may request information.3Taxpayer Advocate Service. Identity Verification and Your Tax Return
  • Code 971: the IRS has mailed you a notice. A 570 followed by a 971 means something got flagged and a letter is on the way.3Taxpayer Advocate Service. Identity Verification and Your Tax Return
  • Code 846: refund approved and scheduled for payment. This is the one you want.

If Code 971 shows up before the letter does, give the mail a few days. Missing or ignoring that letter is where most drawn-out delays begin, because the IRS won’t move forward until you respond.

When to Act

Before 21 Days

Don’t call. Agents have no more information than Where’s My Refund? shows, and IRS representatives are instructed not to research a refund status until at least 21 days have passed since e-filing (or six weeks since a paper return was mailed).15Internal Revenue Service. After 21 Days

If Where’s My Refund? tells you to contact the IRS, or 21 days have passed with no movement, call the automated refund hotline at 800-829-1954, or 800-829-1040 for a representative.13Internal Revenue Service. Taxpayer Advocate Service

The Taxpayer Advocate Service is an independent organization inside the IRS that can step in when normal channels have stalled. You may qualify for TAS help if you’re facing financial hardship, if the IRS has taken more than 30 days beyond normal processing time to resolve an issue, or if the IRS missed a promised response date.16Internal Revenue Service. Interest on Long Delays

A drawn-out refund has one upside. Under IRC § 6611(e), the IRS has 45 days from the filing deadline (or your filing date, whichever is later) to issue a refund without owing interest. After that, interest accrues from the original filing deadline until the refund is paid.18Internal Revenue Service. Amended Returns Are on a Different Clock

The 21-day window doesn’t apply if you filed Form 1040-X. Amended returns generally take 8 to 12 weeks, with complex cases stretching to 16 weeks or longer.20Internal Revenue Service.
