Where to Send IRS Correspondence: Returns, Payments, and Notices

Where you send IRS correspondence depends on three things: what you’re mailing, what state you live in, and whether a payment is enclosed. Tax returns go to one of several regional service centers. Payments sent on their own go to a lockbox facility, which is a different address. Responses to an IRS letter go only to the address printed on that letter. Using the wrong address can delay processing by weeks and, in some cases, trigger penalties even when you mailed on time.

Mailing a Paper Tax Return

The address for a paper return is set by the form and by your state of residence. The IRS groups states into clusters and assigns each cluster to a processing center. An Alabama resident filing Form 1040 without a payment, for example, mails it to the Austin, Texas service center; the same return with a check enclosed goes to a P.O. The payment distinction matters. Returns with no payment go to a service center for processing. Returns with a check go to a lockbox that handles the money side first. If you use the no-payment address but tuck a check inside, both the return and the payment sit in limbo while the IRS figures out where each piece belongs.

The same state-by-state logic governs business returns like Form 1120 for corporations and Form 941 for quarterly employment taxes. Each form’s instructions carry a table showing exactly where to mail it.1Internal Revenue Service. Always pull up the current instructions for the form you are filing; the IRS periodically shifts processing responsibilities across centers, and last year’s address may no longer be correct.

Filing From Outside the United States

U.S. citizens and residents filing from a foreign country, a U.S. territory, or a military APO/FPO address use a separate set of addresses. Form 1040 without a payment goes to the Austin, TX 73301-0215 service center. With a payment, it goes to P.O. Box 1303, Charlotte, NC 28201-1303.2Internal Revenue Service. Sending a Payment Without a Return

Payments mailed on their own do not go to the same place as returns. This covers estimated tax payments with Form 1040-ES, balance-due payments with Form 1040-V, extension payments with Form 4868, and payments sent in response to a notice. The IRS routes these to specialized lockbox facilities built for fast check processing.

For individual balance-due payments, the Form 1040-V instructions divide the country into payment regions. For 2025 returns, residents of Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Texas mail payments to P.O. Box 1214, Charlotte, NC 28201-1214. Most other domestic filers mail payments to P.O. Make the check or money order payable to “United States Treasury.” Write your Social Security number, daytime phone number, and the tax year and form number (for example, “2025 Form 1040”) on the check itself.3Internal Revenue Service. 2025 Form 1040-V Don’t staple the payment or voucher to a return. If a lockbox can’t identify the account a payment belongs to, the money sits in suspense while penalties keep running. Responding to an IRS Notice

When you’re answering an IRS letter, ignore every other address you have ever used. The only correct address is the one printed on the notice itself. IRS notices come out of different internal departments — Examination, Collections, Automated Underreporter — and each uses its own address with a specific internal Mail Stop code. Sending your response to a general filing address forces the IRS to reroute it internally, which can add weeks or months.

That matters because notices carry response deadlines. Missing one can result in the IRS assessing additional tax, interest, or penalties without further input from you. When you mail a response, include a copy of the original notice so IRS staff can match your correspondence to the right case file.

Some notices now offer a digital alternative. The IRS Document Upload Tool lets taxpayers submit requested documents online instead of mailing them. It currently applies to selected notice types, including CP05A, CP06 and CP06A, CP08, and CP09, among others.5Internal Revenue Service. Using FedEx, UPS, or DHL Instead of USPS

Private carriers can’t deliver to P.O. Boxes, so the IRS publishes street addresses for its three main processing centers:6Internal Revenue Service. Submission Processing Center Street Addresses for Private Delivery Service (PDS)

One useful simplification: unlike USPS, where the address changes depending on whether a payment is enclosed, all private delivery shipments (with or without payment) go to the same street address for your assigned center.6Internal Revenue Service. Not every FedEx or UPS service qualifies for the “timely mailing treated as timely filing” protection. Only services the IRS has specifically designated count. If you use a non-designated service, your filing date is whenever the IRS physically receives the envelope, not the day you dropped it off. Designated services include specific DHL Express, FedEx, and UPS overnight and express products.7Internal Revenue Service. If you’re close to a deadline, verify the specific service level before you assume you’re covered.

Proving You Mailed It on Time

Federal law treats a document sent through USPS as filed on the postmark date, even if the IRS receives it days later, as long as the postmark falls on or before the due date.8GovInfo. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying The complication is proving it after the fact.

Regular first-class mail gives you no proof of when you mailed anything. If the envelope arrives with a smudged postmark or gets lost, you have no recourse. Certified mail solves this. The postmark on your certified mail receipt is treated as the official postmark date, and the receipt is prima facie evidence that the document was delivered.9eCFR. 26 CFR 301.7502-1 – Timely Mailing of Documents and Payments Treated as Timely Filing and Paying Adding return receipt requested gives you a signed confirmation of exactly when the IRS received the envelope.

Registered mail offers similar protection: the registration date is treated as the postmark date.9eCFR. 26 CFR 301.7502-1 – Timely Mailing of Documents and Payments Treated as Timely Filing and Paying It is more secure and more expensive. For most taxpayers, certified mail with return receipt is the practical choice. If a missed deadline would cost you money, spend the extra few dollars.

Skipping the Mail Entirely

E-filing removes the addressing question altogether. You don’t need the right P.O. Box or proof of mailing when a return is transmitted electronically. For individuals, IRS Free File offers free tax preparation software to taxpayers with adjusted gross income of $89,000 or less.10Internal Revenue Service. 2026 Tax Filing Season Opens With Several Free Filing Options Available Commercial software handles e-filing for everyone else. When you e-file, you can authorize an Electronic Funds Withdrawal to pay a balance due directly from your bank account.

For payments made separately from a return, several electronic options skip the mail:

  • IRS Direct Pay is a free service that lets individuals pay balance-due amounts, estimated taxes, and other federal income tax directly from a bank account, with immediate confirmation.11Internal Revenue Service. Pay Personal Taxes From Your Bank Account
  • IRS Online Account lets you view balances and payment history, and make payments toward outstanding balances, estimated taxes, or payment plans.12Internal Revenue Service. Payments
  • EFTPS allows scheduling payments up to 365 days in advance. New individual enrollments are no longer accepted; existing individual accounts still work, and the IRS is directing new individual users to Direct Pay and Online Account. Any of these methods eliminates the risk of a lost check, a misapplied payment, or a penalty triggered by a mailing delay.

Keep Your Address on File Current

None of this helps if the IRS has the wrong address for you. Notices, refund checks, and collection letters go to the address on your most recent return. A change of address filed with the U.S. Postal Service may update your IRS record through the Postal Service’s National Change of Address database, but this isn’t guaranteed; not every post office forwards government mail.14Internal Revenue Service. Notify the IRS directly. You have several options:14Internal Revenue Service. Address Changes

  • File Form 8822, the change-of-address form for individuals, mailing it to the address shown in the form instructions.
  • Use your new address on your next return; the IRS will update its records automatically.
  • Send a signed statement with your full name, old and new addresses, and Social Security number to the address where you filed your last return.
  • Call the IRS or visit in person, with identity verification and both addresses ready.

Businesses use Form 8822-B instead.15Internal Revenue Service.
