Where to Mail Form 433-F: ACS Addresses, Fax, and Revenue Officers

Where you mail Form 433-F depends on who at the IRS is handling your case. If the Automated Collection System (ACS) requested the form, you send it to one of three IRS service centers assigned by state: Doraville, Georgia; Andover, Massachusetts; or Kansas City, Missouri. If a Revenue Officer is assigned to your case, you mail the form directly to that agent’s local field office instead. Always cross-check against the address on the notice you received, and if the two conflict, use the address on the notice.

Check Your Notice First

Before you address the envelope, look at the letter that asked for the form. IRS collection runs on two tracks, and they take mail in different places.

A generic notice with a toll-free number and a service center return address means your case is with ACS, the centralized operation where employees at call sites handle accounts remotely. A letter or business card with an individual agent’s name, direct phone number, and local office address means a Revenue Officer, a field agent with broader enforcement authority. That single distinction controls where the form goes.

ACS Addresses by State

Mailing to a Revenue Officer

If a Revenue Officer is assigned to your case, ignore the service center addresses. Send the completed form directly to the agent’s local field office, using the address from their business card, letterhead, or initial contact letter. Write the Revenue Officer’s name and employee identification number on both the envelope and any cover sheet so the office routes the form to the right desk.

Hand-delivering to a local IRS Taxpayer Assistance Center is sometimes possible, but only if the Revenue Officer has specifically told you to do that. Showing up without prior authorization creates confusion and doesn’t guarantee the form reaches the agent.

Faxing and Electronic Submission

Faxing is often the fastest option, whether your case is with ACS or a Revenue Officer. There is no publicly listed fax number for ACS; you have to call the number on your notice and ask the representative for the fax number directly.

Include a cover sheet with every fax. List your name, Social Security number, a phone number where you can be reached, and the total page count including the cover sheet itself. The IRS also offers a Document Upload Tool that lets you submit scanned documents online in response to a notice. Proof of Delivery

Send Form 433-F by certified mail with return receipt requested. That gives you a paper trail showing both the date you mailed the form and the date the IRS received it. The postmark becomes your proof of timely submission if the IRS later claims you missed a deadline.

Keep three items on file: the certified mail receipt, the green return receipt card, and a complete copy of the form with every attachment you included. If the IRS says your form never arrived or arrived incomplete, you need all three to push back.

Private Delivery Services

If you prefer FedEx, UPS, or DHL, the IRS treats certain service levels as equivalent to certified mail for deadline purposes. Not every shipping option qualifies. Designated services include FedEx Priority Overnight and Standard Overnight, UPS Next Day Air and 2nd Day Air, and DHL Express options.5Internal Revenue Service. Private Delivery Services (PDS)

There is a practical catch. Two of the three ACS addresses, Doraville and Kansas City, are P.O. boxes, and private carriers don’t deliver to P.O. boxes. If you plan to use a private delivery service, call the number on your IRS notice and ask for the physical street address for that service center.

What to Send with the Form

Form 433-F is short, but the IRS expects backup documentation for several sections. Missing attachments give the IRS a reason to ask for more information, which can delay resolution by weeks.

  • Wage income: attach a copy of your most recent pay stub. If you do, you can skip the Employment Information section of the form entirely.
  • Self-employment income: attach your Schedule C from your last tax return or a current-year profit and loss statement.
  • Court-ordered payments: include the portion of the court order showing the payment amount and signatures, plus proof you’re making the payments, such as canceled checks or bank statements.
  • Student loans: be prepared to show the loan balance and current payment amounts.
  • Delinquent state or local taxes: have a statement showing what you owe and any payment agreement in place.

If you’re requesting an installment agreement, the IRS recommends submitting Form 9465, Installment Agreement Request, along with your Form 433-F.2Internal Revenue Service. Send the Form the IRS Asked For

The IRS has three collection information statements, and they aren’t interchangeable. Form 433-F is the shortest, two pages, and the one ACS typically requests. Form 433-A is a longer, more detailed version for wage earners and self-employed individuals, commonly used in Revenue Officer cases and Offer in Compromise applications. Form 433-B is the business counterpart for entities like corporations and partnerships.

If the IRS asked for Form 433-F, send Form 433-F. Substituting a 433-A or 433-B won’t satisfy the request unless the agent has told you to swap forms, and the reverse holds too: a Revenue Officer who asks for a 433-A won’t accept a 433-F in its place.
