The notation F-941 REF 01 printed on a U.S. Treasury check identifies the payment as a refund tied to Form 941, the Employer’s Quarterly Federal Tax Return. “F-941” points to the form, and “REF” marks the disbursement as a refund rather than another type of Treasury payment. In plain terms, the IRS is returning federal employment tax that was overpaid for a specific quarter, either because the original Form 941 showed more deposits than liability or because a later Form 941-X corrected an earlier return in the employer’s favor.
Which Return Produced the Check
Form 941 is where employers report federal income tax withheld from wages along with the employee and employer shares of Social Security and Medicare tax. An F-941 refund check generally traces back to one of two filings:
- A Form 941 for the current quarter on which Line 13 (total deposits) was larger than Line 12 (total tax after adjustments and credits). - A Form 941-X correcting a previously filed Form 941. Either path produces the same result at the Treasury: a check issued to the employer named on the EIN, coded to Form 941.
Why the Overpayment Existed in the First Place
Overpayments on Form 941 usually come from a miscalculated deposit, a mid-quarter wage adjustment that lowered the liability after a deposit had already been sent, or a credit from a prior period that turned out larger than expected. When the corrected math is smaller than the money already on account with the IRS, the excess is refundable.
For prior-quarter corrections, Form 941-X gives the employer two options in Part 1. Checking Line 1 (the “Adjusted” process) applies the correction as a credit against the current period. Checking Line 2 (the “Claim” process) requests an actual refund. Does the Amount Include Interest
It might. If the IRS did not issue the refund within 45 days of the later of the return’s due date or the date the return was filed, interest began accruing on the overpayment. The rate is set quarterly. The refund of tax itself is not taxable income, since it’s a return of the employer’s own money. Interest paid on a delayed refund, however, is taxable. If total interest from the IRS reaches $10 or more during the year, it will be reported on Form 1099-INT and must be included on the income tax return.7Internal Revenue Service. What to Verify Before Depositing
Match the check to a specific return before treating the money as available. Pull the Form 941 or Form 941-X that produced the refund and compare the amount on the check (net of any interest add-on) against the overpayment line on that return. If nothing on file explains the amount, the check may relate to an IRS-initiated adjustment or a return filed by a payroll provider on the employer’s behalf, and the source should be confirmed before the funds are used.
A discrepancy also matters because of penalty exposure on the filing side. Under federal law, an erroneous refund claim can trigger a penalty of 20% of the excessive amount, meaning the portion claimed above what was actually owed. Also expect the amount to be reduced if there are other past-due federal tax liabilities under the same EIN. If the Check Never Arrives or Is Lost
When a Form 941 refund is expected but no check has arrived, a trace can be started. If the original check was never cashed, the IRS cancels it and reissues the refund. If it was cashed by someone else, the Bureau of the Fiscal Service opens a claim, sending a copy of the cashed check for review.
