To get no federal income tax taken out of your paycheck, you have two options on the W-4: check the “Exempt from withholding” box if you legally qualify, or use Steps 3 and 4 to load in enough credits and deductions that the calculated withholding comes out to zero. Exempt is the cleaner route, but the IRS only allows it if you owed no federal income tax last year and expect to owe none this year. For 2026, that generally means total income below the standard deduction for your filing status: $16,100 single, $24,150 head of household, or $32,200 married filing jointly.1Internal Revenue Service. Who Can Legally Claim Exempt
Two conditions have to be true at the same time. You had no federal income tax liability for 2025, and you expect to have no federal income tax liability for 2026.2Internal Revenue Service. Topic No. 753, Form W-4, Employees Withholding Certificate
“No tax liability” doesn’t mean no paycheck. It means the total tax on line 24 of your Form 1040 was zero, or your income was low enough that you weren’t required to file at all.3Internal Revenue Service. Form W-4 (2026) Employee’s Withholding Certificate In practice, that mostly covers part-time students, retirees with minimal taxable income, and anyone whose total earnings sit below the standard deduction for their filing status.
Both halves of the test have to pass. Owed nothing last year but expect a real income this year? You don’t qualify. Expect nothing this year but had a tax bill last year? You don’t qualify either.
How To Check the Exempt Box on the 2026 Form
The 2026 W-4 uses a checkbox for exempt status instead of asking you to write the word in a blank. The steps:
- Fill in your name, address, Social Security number, and filing status in Step 1.
- Find the “Exempt from withholding” section between Step 4 and the signature line, and check the box.
- Leave Steps 2, 3, and 4 blank. Do not add credits, deductions, or extra withholding.
- Sign and date Step 5. Without a signature the form is invalid.
Once that reaches payroll, your employer withholds zero federal income tax from your paychecks for the rest of the calendar year.3Internal Revenue Service. Exempt Expires Every February
An exempt W-4 is good for one calendar year. To keep no federal income tax coming out in 2027, you have to submit a new W-4 claiming exemption by February 16, 2027.3Internal Revenue Service. Form W-4 (2026) Employee’s Withholding Certificate
Miss it and your employer must immediately switch you to withholding as single with no adjustments, which is close to the maximum rate. You can turn in a fresh exempt W-4 after the deadline, but it only applies going forward. Your employer will not refund the tax already withheld from January and early February paychecks.2Internal Revenue Service. Zeroing Out Withholding When You Don’t Qualify for Exempt
If you fail the two-part test but your actual tax bill really will be zero after credits and deductions, Steps 3 and 4 of the W-4 can bring calculated withholding down to nothing. It takes more work than the checkbox, and the numbers have to be honest, but it’s a legitimate use of the form.
The IRS’s free Tax Withholding Estimator walks through your income, deductions, and credits and produces the exact figures for the form. Guessing here either leaves you with a surprise tax bill or triggers penalties, so the estimator is worth the ten minutes.
Step 3: Credits
Step 3 is for the child tax credit and the credit for other dependents. For 2026, the child tax credit is $2,200 per qualifying child under 17.1Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026 Other dependents who don’t qualify for the child credit, such as older teenagers or a parent you support, are worth $500 each. Add them up and enter the total on line 3. That dollar amount is subtracted directly from the tax your employer would otherwise withhold.
Step 4(b): Deductions
Step 4(b) reduces withholding to account for deductions you’ll claim on your return. You fill out the Deductions Worksheet that comes with the W-4 instructions; it works out how much your expected deductions exceed the standard deduction already baked into the withholding tables. The result goes on line 4(b).3Internal Revenue Service. Form W-4 (2026) Employee’s Withholding Certificate This matters most if you itemize with sizable mortgage interest, charitable giving, or state tax deductions. Above-the-line deductions such as student loan interest and IRA contributions also belong here.
Leave Step 4(a) alone for this purpose. That line is for outside income like interest or dividends and pushes withholding up rather than down. If your goal is zero withholding, entering anything there works against you.
When Step 3 credits and Step 4(b) deductions together offset all your projected income tax, the withholding math resolves to zero. Same paycheck result as exempt, reached through the worksheet instead of the checkbox.
New 2026 Deductions for Tips, Overtime, and Auto Loan Interest
The One, Big, Beautiful Bill added three above-the-line deductions that started in 2025 and carry into 2026. They appear on the 2026 Deductions Worksheet and can pull withholding down sharply for tipped workers and people who log overtime.
- Qualified tips: if you work in an occupation that customarily receives tips (restaurants, salons, rideshare, and similar), up to $25,000 in tip income is deductible per year. The deduction phases out when modified adjusted gross income exceeds $150,000, or $300,000 for joint filers.4Internal Revenue Service. How To Take Advantage of No Tax on Tips and Overtime
- Overtime compensation: the “extra half” of time-and-a-half required by the Fair Labor Standards Act is deductible up to $12,500 per year, or $25,000 for joint filers, with the same $150,000/$300,000 phase-out thresholds.4Internal Revenue Service. - Passenger vehicle loan interest: the 2026 W-4 references this as a new category on the Deductions Worksheet, though detailed IRS guidance on the specific limits had not been published at the time of writing.3Internal Revenue Service. Form W-4 (2026) Employee’s Withholding Certificate
These deductions are available whether you itemize or take the standard deduction. A server earning $35,000 in wages plus $15,000 in tips can put the tip deduction on the Deductions Worksheet and cut, or eliminate, federal withholding. Factor them into Step 4(b) if any apply to you.
What Still Comes Out No Matter What
Even with a valid exempt W-4, your paycheck won’t match your gross pay. Social Security (6.2%) and Medicare (1.45%) come out no matter what you write on the form, for a combined FICA rate of 7.65%.5Internal Revenue Service. Once your wages cross $200,000 in a calendar year, an additional 0.9% Medicare surtax applies to every dollar above the threshold. Employers withhold it automatically regardless of filing status.5Internal Revenue Service. Topic No. 751, Social Security and Medicare Withholding Rates Nothing on the W-4 changes any of that. FICA is set by law.
The $500 Penalty for a False Claim
Claiming exempt when you know you don’t qualify isn’t just a math problem at tax time. Federal law imposes a flat $500 civil penalty for a false statement on a W-4 that reduces withholding, when there was “no reasonable basis” for the claim.6Office of the Law Revision Counsel. 26 USC 6682 – False Information With Respect to Withholding That’s on top of any taxes, interest, and late-payment penalties you’d otherwise owe.
The statute also states the $500 penalty is “in addition to any criminal penalty provided by law.” Intentionally falsifying a W-4 to evade tax can go beyond a civil fine. The reasonable-basis standard is your protection: if you followed the instructions honestly and your figures came from real estimates, you’re fine even if you end up owing something. The penalty is aimed at people who check the exempt box while knowing they’ll earn $80,000.
IRS Lock-In Letters Can Override Your W-4
The IRS doesn’t rely on the honor system. If it reviews your wage data and decides your withholding is too low, it can send your employer a “lock-in letter” that overrides your W-4 and sets a minimum withholding level.7Internal Revenue Service. Withholding Compliance Questions and Answers
Once the letter takes effect (at least 60 days after it’s issued), your employer cannot withhold below the specified level no matter what W-4 you submit. You can always ask for more withholding, but going lower requires IRS approval. Your employer must also block any online W-4 tool from being used to cut withholding while the lock-in is active.7Internal Revenue Service. State Income Tax Is a Separate Form
What you put on the federal W-4 has no effect on state income tax withholding. States with an income tax have their own forms and their own exemption rules. Some piggyback on your federal elections; most want a separate filing. If you want no state tax withheld either, check your state’s form. Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington, and Wyoming have no state income tax, so nothing extra is needed there.
