For a U.S. citizen or authorized resident filing a personal return, the tax ID vs. Social Security number question has a short answer: they’re the same number. Federal law names the SSN as the identifying number for an individual on any tax return, statement, or other document.1GovInfo. 26 USC 6109 – Supplying of Identifying Numbers A separate tax identification number becomes necessary only when you run a business entity, aren’t eligible for an SSN, or fall into a handful of specific situations described below.
When Your SSN Is Your Tax ID
Your Form 1040 is the clearest example. Your SSN goes at the top of the return and ties everything together: reported income, claimed deductions, and the final tax bill. Employers collect it before your first paycheck so they can report your wages and withhold the correct amount of tax.
Banks and brokerage firms also require your SSN when you open an account, and they use it to report interest, dividends, and capital gains to the IRS. If you don’t provide a valid taxpayer identification number, the payer must withhold 24% of your reportable payments and send that money to the IRS as backup withholding.2Internal Revenue Service. The SSN also shows up on applications for government benefits like unemployment compensation and federal student aid, where it works as both identification and an income-verification tool.
When You Need an EIN Instead
An Employer Identification Number is a separate nine-digit number the IRS assigns to business entities for tax reporting. Corporations, partnerships, and LLCs need an EIN to operate, even without employees.3Internal Revenue Service. Sole Proprietors: SSN or EIN?
This is where the choice gets practical. If you freelance, consult, or run a one-person business with no employees, you can generally report your business income on Schedule C using just your SSN. You don’t need a separate EIN for federal tax purposes unless you hire employees, file excise tax returns, or have a Keogh retirement plan.3Internal Revenue Service. Employer Identification Number
Many sole proprietors still get one. Banks often require an EIN to open a business checking account, and using an EIN on invoices and W-9 forms keeps your SSN off documents you share with clients, which reduces identity-theft exposure. When You Need an ITIN
An Individual Taxpayer Identification Number exists for people who have a U.S. tax obligation but can’t get an SSN. The IRS issues ITINs to non-resident aliens filing U.S. returns, resident aliens ineligible for an SSN, and dependents or spouses of U.S. citizens who need to appear on a tax return but don’t qualify for their own SSN.6Internal Revenue Service. Applying requires Form W-7 along with original identity documents or certified copies proving foreign status.7Internal Revenue Service. An ITIN is not a substitute for an SSN outside the tax system. It doesn’t authorize you to work legally in the United States, doesn’t change your immigration status, doesn’t qualify you for Social Security benefits, and doesn’t make you eligible for the Earned Income Tax Credit.6Internal Revenue Service. Unlike an SSN, an ITIN doesn’t last forever. Any ITIN not used on a federal tax return at least once in three consecutive tax years expires on December 31 of that third year.9Internal Revenue Service. Two Other Tax IDs to Know About
Neither of the following replaces an SSN or EIN for general tax filing, but they exist and occasionally come up:
- An Adoption Taxpayer Identification Number (ATIN) is a temporary number the IRS assigns to a child in a domestic adoption when the adopting parents can’t obtain the child’s SSN while the adoption is pending. Parents apply using Form W-7A and use the ATIN to claim the child as a dependent in the meantime. Once the adoption is final, the parents obtain an SSN for the child, and the IRS deactivates the ATIN. - A Preparer Tax Identification Number (PTIN) is required for anyone who prepares federal tax returns for pay. Every paid preparer must have their own PTIN and include it on every return they prepare. The application and annual renewal fee is $18.75 for 2026. What Happens If You Don’t Provide a Valid Tax ID
Ignoring the requirement creates real financial consequences. The most immediate is backup withholding: banks, brokerages, and other payers must withhold 24% of reportable payments when you haven’t provided a valid TIN.2Internal Revenue Service. You’ll eventually recover the withheld amount as a credit on your tax return, but the money is unavailable until then.
There are also direct penalties. A missing or incorrect TIN on your tax return can also delay processing and hold up any refund.
How to Get Each Number
Social Security Number
Most people receive an SSN at birth through the hospital’s birth registration process.15Social Security Administration. Employer Identification Number

Apply using Form W-7, attached to the federal tax return that requires the ITIN. You’ll need original documents or certified copies proving your identity and foreign status.
