The Navy pays a uniform allowance in several forms: an initial issue when you enter service, a yearly replacement allowance for enlisted Sailors, a one-time $400 payment for officers, and extra amounts tied to specific ranks or duty assignments. None of it is taxable, and most of it arrives automatically through your regular pay.
What Enlisted Sailors Get at Boot Camp
Your first uniform allowance is mostly not cash. At Recruit Training Command, the Navy hands you a full seabag of required items, and a smaller cash portion covers the things you buy yourself, like ball caps, insignia, athletic socks, and PT sweats.
For FY2026, the total initial clothing allowance for Navy men (E-1 through E-6) is $2,389.01, with $146.55 of that as cash. For Navy women, the total is $2,552.94 with a cash portion of $358.47. The entitlement triggers when you first report for active duty for more than 90 days. Reserve members qualify after 14 days of active duty or active duty for training, or after 14 inactive-duty training periods of at least two hours each.2Department of Defense. What Officers Get
Commissioned and appointed officers receive a single cash payment of up to $400 to reimburse the cost of buying their required uniforms and equipment.3Office of the Law Revision Counsel. 37 USC 415 – Uniform Allowance: Officers; Initial Allowance Officers buy everything themselves, from service dress blues to name tapes and alterations.
The same qualifying-service rules apply as for enlisted members. A reserve officer who transfers to another component requiring a different uniform can receive a second initial allowance.4Department of Defense. Officers do not receive a recurring annual replacement allowance. After the initial $400, uniform upkeep comes out of your own pay.
The Annual Replacement Allowance
Every enlisted Sailor receives a yearly cash payment called the Clothing Replacement Allowance, paid during the anniversary month of your initial allowance. It covers the ongoing wear and tear: faded shirts, worn boots, and anything else that no longer meets standards.
The amount depends on time in service. During your first three years, you get the basic rate. After that, you move to the standard rate. FY2026 rates for E-1 through E-6:
- Basic rate (years 1–3): $432.00 for both men and women
- Standard rate (after year 3): $615.60 for men, $619.20 for women
Chief Petty Officers (E-7 through E-9) receive a higher special replacement rate because their uniforms differ from junior enlisted. For FY2026, that special annual rate is $810.00 for men and $792.00 for women.1Department of the Navy. Special Initial Allowances for Career Milestones
Some career milestones trigger a separate special initial allowance on top of what you already received at boot camp. The biggest one hits when you advance to Chief Petty Officer, since Chiefs wear a different set of uniforms from junior Sailors. For FY2026, that allowance is $1,384.19 for men and $1,321.60 for women, paid entirely in cash because you already own a seabag of junior enlisted uniforms.6Defense Finance and Accounting Service. The same special initial allowance goes to enlisted members assigned to the U.S. Navy Band in Washington, D.C. or the Naval Academy Band, and to E-6s selected for temporary appointment as a Limited Duty Officer. Navy Reserve members advanced to Chief on or after October 1, 2009 get the full amount; those advanced before that date got a partial amount and can claim the remainder when called to active duty for six months or more.6Defense Finance and Accounting Service. Supplementary Allowances for Specific Duties
Certain assignments come with an annual supplementary allowance to cover extra wear or additional required items. For FY2026, the Navy pays $280.92 per year for assignments that include:
- Recruiters and recruiting support billets
- The U.S. Navy Ceremonial Guard
- Fleet and area bands, the Navy Band in Washington, D.C., and the Naval Academy Band
- Recruit company commanders and drill instructors at Naval training centers
- USS Constitution crew
- Master Chief Petty Officer of the Navy and Fleet/Force Master Chiefs
Smaller supplementary amounts apply to other billets, from $159.48 for the Naval Administrative Unit in Washington, D.C. down to $19.20 for duty in the executive offices of the Department of the Navy or the Office of the Secretary of Defense.7Defense Finance and Accounting Service. Maternity Uniform Allowance
Pregnant Sailors on active duty or in the Selected Reserve receive a maternity clothing allowance of $513.44 in FY2026.7Defense Finance and Accounting Service. Civilian Clothing Allowance
Service members whose duties require civilian clothes instead of a uniform, such as certain intelligence or liaison billets, may receive a civilian clothing allowance.9MyNavy HR. Civilian Clothing Allowance
Are Navy Uniform Allowances Taxable
No. The IRS excludes military clothing allowances from gross income, and uniforms furnished to enlisted personnel are treated as tax-exempt in-kind benefits.10Internal Revenue Service. Publication 3 – Armed Forces Tax Guide You will not see federal tax withheld from these payments on your Leave and Earnings Statement, and you do not report them on your tax return.
How and When You Get Paid
Your boot camp allowance arrives mostly as physical uniforms, with the cash portion deposited through the military pay system. After that, annual replacement and supplementary allowances show up as line items on your regular direct deposit. The annual payment lands during your anniversary month, so timing varies from Sailor to Sailor depending on when you entered service. Your LES breaks out each allowance separately; if a payment you expected is missing, your command’s personnel office can track it down.
