What Form 1096 Is For

Form 1096 is a paper cover sheet. When you mail a stack of information returns to the IRS, Form 1096 goes on top and summarizes what’s in the envelope: your taxpayer identification number, the type of form in the batch, the total count of individual returns, and the total dollar amounts reported.2Internal Revenue Service. It’s reconciliation paperwork for paper filing. Nothing more.

Why E-Filing Replaces It

When you submit 1099s electronically, the same summary information Form 1096 provides on paper is generated inside the electronic file as structured records.1Internal Revenue Service. Whether you use the IRS’s own portal or third-party software, the system handles it. There’s nothing separate to sign, print, or mail.

The acceptance notice the IRS sends after a successful upload is your proof of filing. That confirmation replaces both the Form 1096 and the certified mail receipt paper filers sometimes rely on.

Whether You Even Have a Choice

Many filers don’t. If you’re required to file 10 or more information returns in a calendar year, the IRS requires you to file electronically.3Internal Revenue Service. Topic No. 801, Who Must File Information Returns Electronically The threshold is aggregated across nearly all information return types. 1099s, 1098s, W-2Gs, 5498s, W-2s, and others all count toward the same total.

That aggregation catches more small businesses than people expect. Six 1099-NECs plus three 1099-MISCs plus one W-2G is ten returns, and the whole set has to go in electronically.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) The old threshold was 250 returns per form type, so a business that used to mail paper without issue may now be required to e-file, and Form 1096 stops being part of the picture.

Which System to Use to E-File 1099s

The IRS currently runs two electronic systems for information returns. That situation changes at the end of 2026.

IRIS

The Information Returns Intake System (IRIS) is the newer platform and the one to focus on. It has two filing methods. The Taxpayer Portal is a free web interface where you can key in returns manually or upload a CSV file, designed for small-volume filers who don’t want to buy software.4Internal Revenue Service. For higher volumes, the Application-to-Application (A2A) channel accepts bulk XML files through third-party software.5Internal Revenue Service. Both IRIS methods require a Transmitter Control Code (TCC) before you can file. You apply for one through the IRS online application, and each authorized user on the account needs an IRS (ID.me) account.6Internal Revenue Service. IRIS Application for TCC Start that process well before your deadline. January is too late.

FIRE

FIRE (Filing Information Returns Electronically) is the legacy system that has handled electronic information returns for decades. It uses a fixed-length ASCII text format defined by IRS Publication 1220, with structured records that include a Transmitter “T” Record carrying the same summary data Form 1096 provides on paper.7Internal Revenue Service. FIRE is scheduled to retire on December 31, 2026. Starting in January 2027, IRIS will be the only IRS intake system for the information returns that currently move through FIRE.5Internal Revenue Service. Information Returns Intake System (IRIS) Working Group Questions and Answers May 14, 2025 For tax year 2025 returns filed in early 2026, either system works. But if you’ve been using FIRE, begin the switch now: apply for the IRIS TCC, test any software integrations, and get your data ready in CSV or XML form rather than the old ASCII layout.

Deadlines Still Apply

Skipping Form 1096 doesn’t change when your returns are due. You have two separate obligations, and it’s easy to confuse them.

For tax year 2025 returns filed in 2026:

The recipient copy date is the one people miss. Even with a March 31 IRS deadline for 1099-MISC, contractors and payees must have their copies by January 31.

What It Costs to Get It Wrong

Filing late, filing with errors, or paper-filing when you’re required to e-file all trigger penalties under Internal Revenue Code Section 6721. The per-return amounts for returns due in 2026 climb with how long the problem goes uncorrected:10Internal Revenue Service. Information Return Penalties

  • Corrected within 30 days: $60 per return
  • Corrected after 30 days but by August 1: $130 per return
  • Corrected after August 1 or never filed: $340 per return
  • Intentional disregard: $680 per return, with no annual cap

Annual maximums cap total exposure at each tier, with lower caps for small businesses averaging $5 million or less in gross receipts, but the intentional disregard penalty has no ceiling.11Office of the Law Revision Counsel. 26 USC 6721 – Failure to File Correct Information Returns Knowingly paper-filing when you’re over the 10-return threshold counts as failing to file correctly. So the penalty risk isn’t only about missing dates. Using the wrong filing method — including mailing a Form 1096 with a paper batch when you were supposed to e-file — falls under the same rule.
