No. An ITIN is not the same as a Social Security Number. Both are nine-digit numbers that appear on federal tax returns, but they come from different agencies and do very different things. The Social Security Administration issues SSNs, which track earnings and can qualify you for Social Security and Medicare. The IRS issues Individual Taxpayer Identification Numbers so people who aren’t eligible for an SSN can still file a federal tax return. An ITIN does not authorize work, does not change immigration status, and does not qualify anyone for federal benefits.
What a Social Security Number Is
A Social Security Number is a nine-digit identifier issued by the Social Security Administration. It was created to track workers’ earnings and determine eligibility for Social Security retirement and disability benefits, and it also functions as your taxpayer identification number with the IRS. U.S. citizens, permanent residents, and temporary residents with work authorization can get one.
Not every SSN card allows work. The SSA issues an unrestricted card to citizens and permanent residents, a card printed “VALID FOR WORK ONLY WITH DHS AUTHORIZATION” to people with temporary work permission, and a card printed “NOT VALID FOR EMPLOYMENT” to people lawfully present without work authorization who need a number for a non-work reason. An Individual Taxpayer Identification Number is a nine-digit number issued by the IRS to people who need to file a federal tax return but don’t qualify for an SSN. Every ITIN starts with the digit 9, which is the easiest way to tell one apart from an SSN at a glance.
ITINs are used by nonresident aliens with U.S.-source income or treaty claims, resident aliens who meet the substantial presence test but aren’t eligible for an SSN, spouses and dependents listed on a U.S. return who don’t have SSNs, and foreign students or researchers receiving U.S. scholarship or grant income. How the Two Numbers Differ
The overlap starts and ends with the fact that both are nine digits and both appear on tax returns. Beyond that:
- Who issues it. The SSA issues SSNs. The IRS issues ITINs.
- Work authorization. An SSN, other than the non-employment card, authorizes work. An ITIN never does.

Where the Difference Hits Your Refund
The SSN-versus-ITIN distinction matters most at the credit lines on your return. Several valuable credits are closed to ITIN holders, and treating the two numbers as interchangeable can lead to a denied claim or a clawback.
Earned Income Tax Credit. Completely unavailable to ITIN holders. You, your spouse if filing jointly, and each qualifying child must have an SSN that is valid for employment. Credit for Other Dependents. This is the fallback when a dependent has an ITIN rather than an SSN. It is worth up to $500 per qualifying dependent, and it is nonrefundable, so it can reduce your tax to zero but won’t produce a refund on its own. Timing is part of the rule. The ITIN must be assigned by the due date of the return, including extensions, for the return year in question.2Internal Revenue Service. If You Have an ITIN and Then Get an SSN
When your status changes and the SSA issues you a Social Security Number, the ITIN stops being your tax identifier. Use the SSN on every return and information document going forward, and tell the IRS to combine your records so wages and withholding reported under the old ITIN are credited to you.

What an ITIN Can Still Do Outside Taxes
Officially, an ITIN is a tax-filing number, not a general identifier. In practice, many banks and credit unions accept an ITIN in place of an SSN to open a checking or savings account when paired with a government-issued photo ID and proof of address. Credit bureaus do not require an SSN to keep a credit file, so account activity reported by lenders can build a credit history under an ITIN over time. Some lenders also offer mortgage products for ITIN holders, though these generally require larger down payments and carry higher rates than conventional loans, and not every lender advertises them.7Consumer Financial Protection Bureau. None of that changes the core answer. The two numbers look alike and both live on your tax return, but only one of them opens the door to work authorization, federal benefits, and the tax credits that go with them.
