IRS W-4P Form: Withholding Elections, Safe Harbors, and Filing

IRS Form W-4P tells the payer of your pension or annuity how much federal income tax to withhold from each periodic payment. Submit it once, and your instructions stay in place until you change them. Skip it, and the payer must withhold as though you are single with no adjustments, which for most retirees pulls out more tax than they owe.1Internal Revenue Service. Which Payments the Form Applies To

W-4P is for periodic payments only. That means distributions paid at regular intervals (monthly, quarterly, or annually) over more than one year: traditional pension checks, commercial annuity payments, and systematic payouts from profit-sharing plans, stock bonus plans, and IRAs.2Internal Revenue Service. One-time or irregular distributions do not use W-4P. A nonperiodic distribution, such as a partial IRA withdrawal, defaults to a flat 10% federal withholding and is adjusted using Form W-4R, where you can elect anywhere from 0% to 100%.3Internal Revenue Service. Withholding also applies only to the taxable portion of a payment. If part of your pension represents after-tax contributions you already made, that portion is a return of your own money and no income tax is withheld on it.3Internal Revenue Service. What the Default Withholding Looks Like

If you never submit a W-4P, or you submit one without a valid Social Security number, the payer must withhold as if you are single with no adjustments in Steps 2 through 4.1Internal Revenue Service. Form W-4P (2026) Withholding Certificate for Periodic Pension or Annuity Payments Married retirees, heads of household, and anyone with deductions beyond the basic standard amount usually end up over-withheld under that default. The refund comes back the next April, but the money sat with the government all year at no interest. Even a bare-bones W-4P with your correct filing status gets you closer to the mark.

Filling Out the Form

W-4P follows the layout of the regular employee W-4, adapted for retirees. Step 3 (dependents) is on the form, but the sections doing the real work for most people are 1, 2, and 4.

Step 1: Personal Information and Filing Status

Enter your name, address, and Social Security number, then check the filing status you expect to use on your return: Single or Married filing separately; Married filing jointly or Qualifying surviving spouse; or Head of household.1Internal Revenue Service. Form W-4P (2026) Withholding Certificate for Periodic Pension or Annuity Payments Filing status drives both the standard deduction and the tax brackets used to compute your withholding, so this single entry moves the number more than anything else on the form.

Step 2: Other Income From Jobs or Pensions

Complete Step 2 if you have income from a job, receive more than one pension or annuity, or are married filing jointly and your spouse earns income from a job or pension.1Internal Revenue Service. Form W-4P (2026) Withholding Certificate for Periodic Pension or Annuity Payments Skipping this step when it applies is the leading cause of under-withholding for retirees, because each payer assumes its check is your only income and withholds too little.

The form offers three options. The IRS Tax Withholding Estimator online gives the most precise result. The Multiple Jobs Worksheet included with the form is a paper alternative. A checkbox simply directs the payer to use higher withholding tables, which is fast but tends to over-withhold when your income sources are unequal in size.

Step 4: Adjustments

Step 4 has three optional lines that fine-tune the calculation.

Step 4(a), other income, is where you enter income you expect this year that will not have tax withheld at the source, such as interest, dividends, or taxable Social Security benefits. Adding that amount raises your pension withholding enough to cover the tax on the outside income and can spare you from making separate estimated payments.1Internal Revenue Service. Step 4(b), deductions, is for people whose deductions will exceed the standard deduction. Use the Deductions Worksheet to compute the difference and enter it here. The 2026 form also accommodates deductions for qualified tips, overtime compensation, passenger vehicle loan interest, student loan interest, IRA contributions, and the additional standard deduction for taxpayers age 65 or older.6Internal Revenue Service. Step 4(c), extra withholding, lets you add a flat dollar amount withheld from every payment on top of the calculated amount. This is the simplest way to build a cushion if you have historically owed at tax time.

Electing Zero Withholding

You can opt out of federal income tax withholding on your pension by checking the “No withholding” box and completing only Steps 1(a), 1(b), and 5.1Internal Revenue Service. One hard limit: if your payments go to an address outside the United States and its territories, federal law generally bars the no-withholding election for U.S. citizens and resident aliens.7Office of the Law Revision Counsel. 26 USC 3405 – Special Rules for Pensions, Annuities, and Certain Other Deferred Income Nonresident aliens follow a separate set of forms and withholding rules.

Electing zero withholding does not reduce the tax you owe. It shifts the responsibility for paying it to you, usually through quarterly estimated payments on Form 1040-ES.8Internal Revenue Service. Staying Inside the Safe Harbors

The underpayment penalty under IRC ยง6654 accrues daily on any shortfall at the IRS underpayment interest rate.9Office of the Law Revision Counsel. 26 US Code 6654 – Failure by Individual to Pay Estimated Income Tax You avoid it entirely if your total withholding and estimated payments meet either safe harbor:

The prior-year number is usually the easier target because you already know it. If your pension withholding alone will not reach the threshold, you can raise Step 4(c) to close the gap through withholding rather than adding estimated payments.

Where to Send It and When to Redo It

Send the signed form to your pension or annuity payer, not the IRS.1Internal Revenue Service. Form W-4P (2026) Withholding Certificate for Periodic Pension or Annuity Payments The payer applies your instructions to future payments, and the election stays in effect until you file a new one, so annual re-filing is unnecessary if nothing changes.

Reasons to submit a new W-4P include marrying or divorcing, starting Social Security, taking a part-time job, or losing a spouse. Expect the change to show up within one or two payment cycles, depending on your payer’s processing schedule.

If you receive periodic payments from more than one source, submit a separate W-4P to each payer. Each one knows only about the payment it makes, so coordinating the entries across forms is the only way to land close to the right total.1Internal Revenue Service. Using the IRS Estimator Instead of the Worksheets

The IRS Tax Withholding Estimator at irs.gov/W4App asks about your income, deductions, and credits, then tells you exactly what to enter on your W-4P and can print a pre-filled form to hand to the payer.10Internal Revenue Service. Tax Withholding Estimator It is the cleanest option when Social Security, investment income, and a pension are all in the picture at once. Fifteen minutes once a year, or after any large change, keeps the numbers honest.

State Income Tax Is Separate

W-4P handles federal tax only. If you live in a state with an income tax, your payer may also withhold state tax, and that usually requires a separate state form. Some states let payers key off your federal W-4P; others have their own form with different allowance rules; a few impose no income tax on pension income at all. Ask your payer or your state’s tax agency which form applies and whether your state allows a no-withholding election.
