IRS Submission Processing Center: Addresses, Mailing, and Extensions

Paper returns go to one of three IRS Submission Processing Centers — Austin, Kansas City, or Ogden — and the correct IRS submission processing center mailing address for your envelope depends on three things: which form you’re filing, what state you live in, and whether a payment is enclosed. Change any one of those variables and the address changes with it. A return sent to the wrong center will eventually be forwarded internally, but the delay can push your effective receipt date past the deadline and trigger penalties you would otherwise have avoided.

Looking Up the Right Address

The IRS maintains a “Where to File” page that lists mailing addresses for every major form series, broken out by state of residence and by whether you’re including a payment.{1Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment} Form 1040, Form 1040-X, Form 7004, Form 941, and the rest each have their own lookup. The instructions booklet that ships with your form carries the same table.

The payment split catches people off guard. A Form 1040 filed from Alabama without a payment goes to the Austin processing center. The same return with a check enclosed goes to a P.O. Box in Charlotte, North Carolina.{2Internal Revenue Service. Where to File Addresses for Taxpayers and Tax Professionals Filing Form 1040} That two-column structure runs through most form types and most states, so check both columns before you address the envelope.

Some forms use a single address regardless of state. Form 720, the quarterly federal excise tax return, goes to Ogden no matter where you’re located.{3Internal Revenue Service. Verify the address against the IRS website every year rather than trusting last year’s instructions. The IRS occasionally reassigns states between processing centers, and a stale address is one of the easier ways to lose weeks.

Private Delivery Service Street Addresses

FedEx, UPS, and DHL can’t deliver to a P.O. Box, so if you’re using a private carrier you need the physical street address for the processing center your form instructions designate:

  • Austin: 3651 S IH35, Austin, TX 78741
  • Kansas City: 333 W. Pershing, Kansas City, MO 64108
  • Ogden: 1973 Rulon White Blvd., Ogden, UT 84201

Before You Seal the Envelope

Sign the return. An unsigned return is not a valid return under federal law, and the IRS will send it back for a signature, at which point your original mailing date no longer counts as your filing date.{6Office of the Law Revision Counsel. 26 USC 6061 – Signing of Returns and Other Documents} On a joint return, both spouses have to sign.

If you’re paying by check or money order, make it payable to “U.S. Treasury” and write five things on the check itself: your name and address, a daytime phone number, the tax year the payment covers, the related form number (such as “1040”), and your Social Security number or employer identification number.{7Internal Revenue Service. Pay by Check or Money Order} All five together keep the payment from being credited to the wrong account or the wrong period. If you’re paying a balance without an accompanying return, include Form 1040-V.

Assemble the paperwork in the order the IRS scans it. Arrange schedules and forms behind the main return by the “Attachment Sequence No.” printed in the upper-right corner of each form, and put supporting statements last, in the same order as the schedules they relate to.{8Internal Revenue Service. Instructions for Form 1040} Attach copies of your W-2s and any Form W-2c to the front of Form 1040, along with Forms W-2G and 1099-R if tax was withheld. Use standard-size paper; odd sizes cause scanning problems. Skip the sticky notes and cover letters unless the form instructions specifically ask for them.

Mailing Method: Protect Your Filing Date

Under federal law, the postmark date on a document sent through the U.S. Postal Service is treated as the filing date.{9Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying} That rule covers ordinary first-class mail, not just certified. The problem is proof. If the IRS claims your return never arrived and you dropped it in a mailbox with a regular stamp, you have nothing to show a timely postmark.

Certified Mail with a return receipt solves both problems at once. The certified receipt establishes the postmark date, which is legally your filing date, and the return receipt card confirms delivery. If you’re mailing anywhere near a deadline, this is the method to use.

You can also use one of the private delivery services the IRS has designated for the timely-mailing rule.{10Internal Revenue Service. Private Delivery Services} Not every service level qualifies. FedEx Ground doesn’t count. Approved options include specific tiers like FedEx Priority Overnight, UPS Next Day Air, and DHL Express. Their electronic tracking records do the same job as a certified mail receipt.

Mailing an Extension

Form 4868 gives you an automatic six-month extension to file an individual return, and it routes the same way as the return itself: address by state, and again by whether a payment is enclosed. Most states send returns without payment to Austin, Kansas City, or Ogden, while payment envelopes typically go to Charlotte or Louisville.{11Internal Revenue Service. Use certified mail so you can prove the extension was postmarked before the original deadline.

After the Envelope Arrives

Paper takes longer than electronic. The IRS estimates that a mailed return with a refund attached takes six weeks or more from the date the IRS receives it, compared to roughly three weeks for an e-filed return.{12Internal Revenue Service. Refunds} Peak season stretches those numbers. Refund returns get processed ahead of other paper submissions, so non-refund filings wait longer still.

Amended returns on Form 1040-X generally need 8 to 12 weeks, and some run to 16.{13Internal Revenue Service. Where’s My Amended Return?} You can now e-file Form 1040-X for the current year or the two prior tax years, which is faster and gives you confirmation of receipt.{14Internal Revenue Service. Track a refund using “Where’s My Refund?” on irs.gov or the IRS2Go app.{12Internal Revenue Service. Refunds} The tool updates once every 24 hours, but nothing appears there until the IRS has actually entered your paper return into its system, which can take several weeks after delivery. Amended returns have a separate tracker, “Where’s My Amended Return?”, that becomes available about three weeks after the IRS receives your Form 1040-X. There is no equivalent online tracker for non-refund filings like employment tax returns or information returns.
