IRS Freeze Codes: Transaction Codes, Letters, and Lifting Them

IRS freeze codes are internal markers the agency places on your tax account to pause processing until a specific issue is worked out. They are not penalties, and they do not by themselves mean you owe more money. They mean something on your account needs review before the IRS system will move forward, whether that is issuing your refund, applying an offset, or continuing a collection action. Which code is on your transcript tells you what triggered the hold and what you need to do to release it.

How to See the Freeze on Your Account

The only reliable place to see a freeze is your IRS Account Transcript for the year in question. The fastest route is the Get Transcript Online tool on irs.gov, which requires identity verification through ID.me or the IRS’s own process.1Internal Revenue Service. On the transcript, look at the Explanation of Transaction column. You will see three-digit transaction codes such as TC 570 or TC 810, each with a date and sometimes a dollar amount. Some freezes also show up as single-letter markers (like -L or -V) attached to those transactions. The date next to the code tells you when the hold went on, which is useful for figuring out how long the review has been running.

The Where’s My Refund tool will hint at a hold with vague language (“your return is being processed,” “we need more information”) but it will never name the code. The transcript is the document that actually tells you what happened.

Transaction Codes and Letter Freezes Work Together

People use “freeze code” loosely, but the IRS uses two overlapping systems. Transaction codes are three-digit numbers that record events, like a return being filed or an examination being opened. Letter freeze codes are single-character markers (with a hyphen) that lock specific account functions until a matching release transaction posts.

They often appear as a pair. TC 420 records that your return was picked up for examination, and posting that code sets the -L freeze, which stops the refund from going out while the audit is pending.3Internal Revenue Service. The Transaction Codes You’re Most Likely to See

A handful of transaction codes account for the vast majority of freezes taxpayers actually encounter.

TC 570 (Additional Account Action Pending). The most common hold. It means the IRS has flagged something for further review without telling you what. It could be an income mismatch, a credit verification, or an identity check. Refund processing stops until the IRS resolves it internally or contacts you.5Taxpayer Advocate Service. TC 810 (Refund Freeze). A harder freeze than TC 570. It shows up when the Examination division or the Automated Questionable Credit program has actively pulled your return, often because inflated or fabricated credits are suspected. The refund stays frozen until the review concludes and TC 811 posts to release it.6Internal Revenue Service. Internal Revenue Manual 21.5.10, Examination Issues

TC 420 (Examination Indicator). Your return has been selected for possible examination. Not every TC 420 becomes a full audit; some returns are reviewed and released without the IRS ever contacting you.7Taxpayer Advocate Service. Decoding IRS Transcripts and the New Transcript Format Part II

TC 971 (Notice Issued). The IRS sent or is about to send you a letter. Not a freeze on its own, but it usually accompanies one. What the letter says (CP2000, 5071C, or something else) tells you what to do.

TC 820 (Refund Offset). Part or all of your refund was redirected to pay a debt owed to another federal agency or a state, through the Treasury Offset Program. By the time TC 820 posts, the money has already moved.

TC 530 (Currently Not Collectible). The IRS has determined collecting from you would create economic hardship and has paused active collection. TC 846 (Refund Issued). The one you want. Your refund has been approved and scheduled. Seeing TC 846 after a stretch of hold codes means the freeze is lifted.

The Letter Freezes Worth Knowing

Full definitions of every letter freeze are in Document 6209, Section 8A.3Internal Revenue Service. IRS Document 6209, Section 8A Master File Codes These come up most:

  • -L is the examination freeze, set by TC 420 or TC 424. It holds the module until the audit closes.
  • -C is the combat zone freeze. It suspends assessment and collection deadlines, freezes offsets, and restricts penalties and interest for taxpayers deployed to a combat zone.
  • -V is the bankruptcy freeze, set by TC 520. Depending on the closing code, it may freeze assessments, refunds, offsets, or all three, and it suppresses balance-due notices while suspending the collection statute.
  • -W is the litigation freeze, also set by TC 520. It suspends the collection statute and freezes refunds and offsets until the case resolves.
  • -R is the additional-liability freeze, set on a business master file module when TC 570 posts under certain conditions. It releases with TC 571, TC 572, or when the balance reaches zero.

Why the Refund Is Stuck

Most people find a freeze code because their refund has not shown up. A few scenarios cause almost all of these holds.

Income Mismatch

When what you reported does not match the W-2s and 1099s that employers, banks, or other payers sent the IRS, the Automated Underreporter program catches it. You will get a CP2000 notice proposing changes. Your refund stays frozen until you agree with the changes or send documentation showing the IRS data is wrong. You have 30 days from the notice date to respond, or 60 days if you live outside the United States.9Internal Revenue Service. Refundable Credit Reviews

Returns claiming the Earned Income Tax Credit or Additional Child Tax Credit get extra scrutiny. By law, the IRS cannot release EITC or ACTC refunds before mid-February even for returns filed in January, and the hold applies to your entire refund, not just the credit portion.10Internal Revenue Service. Offsets to Other Debts

If you owe a past-due federal debt like defaulted student loans or prior-year tax, state income tax, or child support, the Treasury Offset Program can pull the refund to cover it. TC 820 on the transcript means the offset already happened. You should get a notice showing how much was taken and which agency received it. If you dispute the offset, contact the agency that claimed the debt, not the IRS.

Audit and Examination Freezes

When TC 420 posts with the -L freeze, the IRS has picked your return for possible examination and the module is locked.3Internal Revenue Service. IRS Document 6209, Section 8A Master File Codes If the exam moves forward, a Revenue Agent or Tax Compliance Officer will ask for documents supporting the return: bank statements, receipts, invoices. If the examiner proposes changes, you get 30 days to accept, partially agree, or request an Appeals hearing.11Taxpayer Advocate Service. Taxpayer Rights

Some audits run up against the three-year assessment window. If yours does, the examiner may ask you to sign Form 872 to extend the deadline. Signing is voluntary, but refusing can push the examiner to assess immediately based on whatever information is on hand.12Internal Revenue Service. Identity Verification Freezes

Identity-related freezes are among the most frustrating because they question whether you filed the return at all. Returns get flagged when the filing pattern looks off: an unfamiliar IP address, a first-time filing from an older Social Security number, multiple returns under the same number.

You will get a 5071C letter (or a CP5071C) telling you to verify. The fastest way is online at irs.gov/verifyreturn. Have the notice, the return for the year listed, a prior-year return if you have one, and your W-2s and 1099s ready before you start.13Internal Revenue Service. Understanding Your CP5071 Series Notice If online does not work, call the number on the letter. Do not file Form 14039 (Identity Theft Affidavit) unless the IRS specifically asks for it.

TC 570 sometimes appears alongside an identity request. The Taxpayer Advocate Service notes that TC 570 does not necessarily mean anything is wrong with your return, but the IRS may still ask for more information, including identity verification.5Taxpayer Advocate Service. Collection Freezes

When you owe and the account is in collection, different codes appear depending on where things stand. Ask for an installment agreement or file an Offer in Compromise and the IRS generally pauses enforced collection while it evaluates. During that period, TC 570 or another hold code may sit on the module. You will usually need to complete Form 433-A (Collection Information Statement for Wage Earners and Self-Employed Individuals), which details income, expenses, assets, and debts.14Internal Revenue Service. If collecting would cause hardship, the account can be placed in Currently Not Collectible status with TC 530. The closing code shows why; codes 24 through 32 specifically indicate the taxpayer cannot pay without giving up basic living expenses.8Internal Revenue Service. Interest and penalties keep accruing, and the IRS revisits the account periodically.

If a proposed levy or lien is on the table and you disagree, you can request a Collection Due Process hearing. The Appeals officer assigned must have had no prior involvement in your case, and you can challenge the hearing outcome in Tax Court.11Taxpayer Advocate Service. Taxpayer Rights

Interest Runs Even While the Account Is Frozen

A freeze pauses IRS processing. It does not pause interest. If you owe and the account is frozen for any reason, interest keeps accruing daily on the balance. For the first quarter of 2026, the underpayment rate was 7% per year, compounded daily; it dropped to 6% for the second quarter.15Internal Revenue Service. Delays cost real money, which is why responding to notices quickly matters more than waiting for the freeze to clear on its own.

How Some Freezes Affect the 10-Year Collection Clock

The IRS generally has 10 years from the date of assessment to collect a tax debt. After that, the debt expires and becomes unenforceable.16Office of the Law Revision Counsel. 26 U.S. Code 6502, Collection After Assessment Certain freezes pause that clock. The collection statute is suspended during bankruptcy (the -V freeze), during litigation (the -W freeze), while the IRS is barred from collecting after mailing a Statutory Notice of Deficiency, and while your assets are under court control. The clock resumes after the event ends plus a short buffer, typically 60 days or six months.17Office of the Law Revision Counsel. 26 U.S. Code 6503, Suspension of Running of Period of Limitation Installment agreements also extend the collection period because the agreement itself includes a written extension. If you are close to the 10-year mark, which freezes toll the statute matters, because something like a bankruptcy can add years to the IRS’s window.

How to Actually Get the Freeze Lifted

There is no universal form or phone number that clears every freeze. The route depends on what triggered it.

Start With the Notice

Most freezes come with a letter sent to your address of record. That letter tells you what the IRS needs. For a CP2000, respond within 30 days with documentation or a signed agreement.9Internal Revenue Service. When No Notice Has Arrived

Sometimes TC 570 appears on the transcript weeks before any letter shows up. If 60 days have passed since TC 570 posted and you still have not received correspondence, call the number on your most recent IRS notice or the general line at 800-829-1040. Audits

If the freeze comes from an audit (TC 420 with -L), the path runs through the assigned examiner. Send every document that backs up the income, deductions, and credits you claimed. Answer each request in full and on time. If the examiner proposes changes you disagree with, request a conference with the IRS Office of Appeals before paying anything.11Taxpayer Advocate Service. Balance Owed

If the issue is a balance you cannot pay in full, file Form 433-A with complete financial information.14Internal Revenue Service. Form 433-A, Collection Information Statement for Wage Earners and Self-Employed Individuals The IRS will look at whether you qualify for an installment agreement, an Offer in Compromise, or CNC status. The freeze clears once the resolution is formally accepted.

How Long to Wait

IRS procedures give some guardrails. After an account adjustment, the IRM tells employees to have taxpayers allow up to 180 days for either a refund or a follow-up letter. Reviews tied to specific freeze codes may take up to 10 weeks from the date of the IRS letter, and after a freeze lifts, expect the refund itself in another four to six weeks.4Internal Revenue Service. 21.5.6 Freeze Codes These timelines assume complete responses. When to Bring in the Taxpayer Advocate Service

If the freeze has dragged on, the IRS is not responding, and you are facing real financial consequences, the Taxpayer Advocate Service can intervene. TAS is an independent organization inside the IRS that steps in when the normal process breaks down. You qualify if a tax problem is causing financial difficulty, you have tried and failed through normal channels, or an IRS system or procedure is not working correctly.18Internal Revenue Service. Financial hardship covers situations where the freeze is keeping you from paying for housing, food, utilities, or transportation to work, and it also covers cases where the IRS delay has caused credit damage or other harm that is hard to reverse.19Taxpayer Advocate Service. Preventing Another Identity Freeze

If you have been through an identity-related freeze once, an Identity Protection PIN keeps someone else from filing under your Social Security number or ITIN. An IP PIN is a six-digit number, valid for one calendar year, that has to be included on every federal return you file that year, including any prior-year returns filed during that period.20Internal Revenue Service. Anyone with an SSN or ITIN can request one. The fastest way is through your IRS online account. If you cannot verify online and your adjusted gross income is at or below $84,000 ($168,000 for married filing jointly), you can submit Form 15227 and the IRS will call to verify your identity, then mail the PIN in four to six weeks. If neither works, you can verify in person at a Taxpayer Assistance Center with a photo ID and one additional form of identification.20Internal Revenue Service. If you enroll online, you retrieve the new PIN from your online account each January; the IRS will not mail it automatically.

Your Rights Do Not Freeze With the Account

A hold on your account does not suspend your rights. Federal law requires every IRS employee to act consistent with the Taxpayer Bill of Rights, which includes the right to be informed, to challenge the IRS’s position and be heard, to appeal in an independent forum, to retain representation, and to a fair and just tax system.21Office of the Law Revision Counsel. 26 U.S. Code 7803, Commissioner of Internal Revenue In practice, that means the IRS must explain what is happening when you ask, must let you hire a tax professional to deal with them on your behalf, and must pause an in-person interview if you need time to consult with a representative.
