The IRA fair market value tax form is Form 5498, and your IRA custodian files it with the IRS and sends you a copy. You do not attach it to your Form 1040, and there is no line on your return where the account’s value gets entered. Your job is to check that the year-end value in Box 5 is right, because that figure drives your required minimum distribution and any penalty that follows from getting it wrong.
What Form 5498 Reports and When You Get It
Form 5498, officially titled “IRA Contribution Information,” is prepared by your custodian to report contributions, rollovers, conversions, and the account’s year-end fair market value. Custodians must file Form 5498 with the IRS and furnish your copy by May 31 of the year after the reporting year. That deadline sits later than most tax forms because it allows time to process contributions made through the April filing deadline. The practical effect: you might not receive your Form 5498 until after you have already filed your return. If you need the Box 5 figure sooner to calculate an RMD, your custodian or your year-end account statement can supply it.
The reporting applies to every IRA type. Roth IRA owners are not required to take distributions during their lifetime, but custodians still report the year-end fair market value each year.2Internal Revenue Service. If the account holder died during the year, the custodian may report the value as of the date of death instead. A beneficiary or executor whose Box 5 shows zero can request the date-of-death value from the financial institution.
You Don’t File It, But You Should Read It
Nothing about Form 5498 goes on your personal return. The custodian handles the IRS side. Your copy exists so you can verify the account details and hold onto the record. That said, treating the form as background paperwork is a mistake if you are near or past RMD age: Box 5 is the number your RMD is built on, and errors don’t correct themselves.
How the Fair Market Value Gets Set
Fair market value is what your IRA’s holdings would sell for on the open market between a willing buyer and a willing seller, neither under pressure, both reasonably informed. The custodian must fix that number as of December 31 (or the last business day before it, if markets are closed). This is not your cost basis; the IRS wants to know what the account is worth now, not what you put in.
Publicly Traded Holdings
Stocks, mutual funds, ETFs, and bonds that trade on established exchanges are priced from the closing market price on December 31 (or the last trading day before it). There is essentially no room for dispute, and no action required from you.
Hard-to-Value Assets
Assets without a readily available market price require independent appraisals or formal valuations. The IRS tracks these holdings through Boxes 15a and 15b, where the custodian reports both the fair market value of the hard-to-value portion and a code identifying the asset type.3Internal Revenue Service. Real estate is the most common hard-to-value asset in self-directed IRAs. The IRS expects these properties to be appraised annually by a qualified, independent appraiser, with documented methodology and current market conditions reflected in the number. Private company stock and partnership interests typically need formal valuations from a third-party firm, defensible and applied consistently year to year. A valuation that swings between wildly different methodologies will draw scrutiny.
The burden here shifts to you. Your custodian cannot price these assets without documentation, so current appraisal reports or valuation statements need to arrive well before December 31. If you miss that window, the custodian may report a zero or an estimated value, and neither outcome helps your RMD.
Cryptocurrency
Digital assets in an IRA sit between the two categories. Major cryptocurrencies like Bitcoin and Ethereum trade on established exchanges, so a December 31 closing price is generally available, though the specific exchange and timestamp the custodian uses can vary. The IRS requires fair market value to be measured in U.S. dollars.4Internal Revenue Service. Why the Number Matters: Your RMD
Once you reach age 73, you must start taking annual withdrawals from your Traditional, SEP, or SIMPLE IRA.2Internal Revenue Service. If your IRA was worth $100,000 on December 31, 2025, and you turn 75 in 2026, the factor is 24.6, and your 2026 RMD is $4,065. If your spouse is the sole beneficiary and is more than 10 years younger, you use a different table that produces a larger divisor and a smaller required withdrawal.
The number that feeds this calculation is Box 5 from Form 5498. Get it wrong and every RMD calculation built on it is wrong. An understated value produces an RMD that is too small and exposes you to a shortfall penalty. An overstated value forces you to withdraw more than necessary, inflating your taxable income for no reason.
Penalties When the Valuation Is Wrong
If an incorrect fair market value leads you to take less than your full RMD, the IRS imposes a 25% excise tax on the shortfall.6Office of the Law Revision Counsel. 26 U.S. Code 4974 – Excise Tax on Certain Accumulations in Qualified Plans If your correct RMD was $10,000 but a low valuation led you to withdraw only $4,000, the $6,000 shortfall costs $1,500 in excise tax on top of the income tax on the distribution you should have taken.
The penalty drops from 25% to 10% if you fix the shortfall within the correction window. That means taking the missed distribution and filing a return reflecting the tax before the window closes. The window ends at the earliest of three dates: the date the IRS mails a deficiency notice, the date the tax is assessed, or the last day of the second taxable year after the year the penalty applies to.7Internal Revenue Service. 2025 Instructions for Form 5329 That gives most people roughly two years to catch the error. The reduced rate is not automatic; you must take the distribution and file during the window.
The IRS can waive the penalty entirely if you show the shortfall was due to reasonable error and you are taking steps to fix it. Retirement Plan and IRA Required Minimum Distributions FAQs A custodian reporting the wrong number or a delayed appraisal is the kind of scenario where a waiver request is worth making. The IRS reviews the explanation and notifies you if it is denied.
If You Spot an Error on Your 5498
Contact the custodian immediately and request a corrected form. The custodian issues the corrected Form 5498 to both you and the IRS. If the error already caused you to underpay your RMD, take the additional distribution as quickly as possible to start the correction window clock, then file Form 5329 with your return for the year the full RMD was required.
A Note for Self-Directed IRA Owners
Owners of self-directed IRAs holding alternative assets face a risk beyond an incorrect appraisal. If a transaction involving your IRA violates the prohibited transaction rules, the IRS can treat the entire account as distributed on the first day of the year the violation occurred, making the full fair market value of every asset taxable that year.8Office of the Law Revision Counsel. 26 USC 408 – Individual Retirement Accounts Under 59½, the 10% early distribution penalty applies on top. Prohibited transactions include buying or selling property between you and your IRA, using IRA assets for personal benefit, and dealing with disqualified persons such as family members or businesses you control. Undervaluing an asset in a transaction between you and your IRA can violate the arm’s-length requirement and trigger the same result. For self-directed IRAs, getting valuations right is not just about RMD accuracy; it is about keeping the account’s tax status intact.
