How to Write a Tax Return Cover Letter to the IRS

A tax return cover letter to the IRS is a one-page transmittal you put on top of any paper filing you mail in. The IRS does not require one for most returns, but a good cover letter works like a packing slip: it tells the processing center who you are, what’s inside the envelope, and what to do with it. That makes your package easier to route, easier to match to your account, and easier to defend later if anything goes missing.

When You Should Include One

Any paper filing benefits from a cover letter, and a few situations almost demand one.

An amended return on Form 1040-X is the clearest case. The letter tells the processing center exactly which tax year you’re amending and signals that this is not an original return.1Internal Revenue Service. About Form 1040-X, Amended U.S. Individual Income Tax Return

A Section 83(b) election for restricted stock is another. The election must be postmarked and mailed to the IRS within 30 days of the property transfer, and that deadline cannot be extended.2Office of the Law Revision Counsel. 26 USC 83 – Property Transferred in Connection With Performance of Services A cover letter flags the time-sensitive document and gives you a written record of what was mailed and when.

Any response to an IRS notice or audit inquiry should also travel with a cover letter that references the notice number and summarizes the enclosed documentation. What the Letter Should Contain

Your Identifying Information

Open with your full legal name, current mailing address, and Taxpayer Identification Number. Individuals use their Social Security Number; business entities use their Employer Identification Number; nonresident and resident aliens without an SSN use their ITIN.4Internal Revenue Service. Taxpayer Identification Numbers Everything here has to match the enclosed return exactly. A name that reads differently on the letter than on Form 1040 is an easy way to create a processing delay.

The Recipient Address

Pull the mailing address from the current IRS instructions for the specific form you’re filing. The correct address depends on both the type of return and your state, and the IRS updates these periodically.5Internal Revenue Service. If you’re responding to a notice or audit, use the address and attention line printed on the official correspondence instead of the general filing address.

A Specific Subject Line

The subject line is what routes your package to the right desk. State the tax year, the primary form number, and the purpose. “Transmittal of Original Form 1040 for Tax Year 2025” works. So does “Amended Return (Form 1040-X) for Tax Year 2023.” Vague labels like “Tax Documents Enclosed” tell the mail room nothing.

An Enclosure List

This is the most functionally important part of the letter. List every form, schedule, statement, and supporting document in the envelope. The IRS recommends assembling schedules and forms behind the return in the order of the Attachment Sequence Number printed in the upper right corner of each form, with supporting statements last.6Internal Revenue Service. Describe third-party documents clearly rather than writing “attachment.” When a filing requires multiple copies of something, note the quantity. A Section 83(b) election, for example, is typically mailed with a copy for IRS records and a self-addressed stamped envelope so the IRS can return a date-stamped copy. The enclosure list should reflect that: “Section 83(b) Election Statement (original plus 1 copy), self-addressed stamped envelope.”

Signature and Contact Information

Close with your typed name, a daytime phone number, and your handwritten signature. Date the letter on the day you actually sign and mail it. For deadline-sensitive filings, the postmark controls the filing date under federal law, so keep the letter date and mailing date aligned. If a tax professional prepared the return, the letter usually goes on firm letterhead and the preparer signs with their title and PTIN.

How to Format the Letter

Use a standard business letter layout: date at the top, then the IRS address block, then a formal salutation such as “Dear IRS Service Center” or “To Whom It May Concern.” Keep the body short and factual. The opening sentence should do the work: “Enclosed is the original Form 1040 for the 2025 tax year, along with all required schedules and statements.” Then go straight into the enclosure list. A transmittal letter is not the place for narrative, argument, or explanation.

Format the enclosure list vertically, one item per line, each identified by official form number or a clear description. Print on standard 8.5 × 11 inch white paper in a readable 12-point font. Firms should use letterhead.

Filing on Behalf of Someone Else

When you file for another person, the cover letter needs to explain your authority and reference the documentation inside the envelope.

If you’re an executor filing a final return for someone who died, file Form 56 with the IRS to establish the fiduciary relationship.7Internal Revenue Service. About Form 56, Notice Concerning Fiduciary Relationship Sign the return with your name followed by your role, such as “Jane Smith, Executor of the Estate of John Smith, Deceased.” If you’re claiming a refund and you’re not the surviving spouse, attach a copy of the court document appointing you. List those documents in the enclosure section.

Signing for a living taxpayer under a power of attorney is narrower. Treasury regulations only allow another person to sign an income tax return in three circumstances: disease or injury, continuous absence from the United States for at least 60 days before the filing deadline, or specific permission granted by the IRS for other good cause.8Internal Revenue Service. If You’re Including a Payment

If you owe a balance, include Form 1040-V (the payment voucher) and a check or money order. Do not staple or attach the payment or Form 1040-V to the return or to each other. Place them loose in the envelope.9Internal Revenue Service. 2025 Form 1040-V The enclosure list should note the voucher and the amount of the check.

Make the check payable to “United States Treasury” and write your SSN, the tax year, and “Form 1040” on the memo line. The IRS sometimes uses a different address for returns with payments; confirm which address applies by checking the current instructions for your form and state.

Assembling the Package

Place the cover letter on top as the first page the processing center sees. Behind it, put the primary return (Form 1040, 1120, or whatever applies). Attach copies of your W-2s and any Forms 1099-R showing tax withheld to the front of the return itself. Schedules and additional forms go behind the return in Attachment Sequence Number order, followed by supporting statements and third-party documentation.6Internal Revenue Service. How to Mail It

For any filing where the date matters, use USPS Certified Mail with a Return Receipt. The Taxpayer Advocate Service recommends this for paper returns because it gives you proof of both the mailing date and the delivery date.10Taxpayer Advocate Service. Options for Filing a Tax Return

This matters because of the timely mailing rule. Under federal tax law, if you mail a return or payment by the deadline, the postmark date counts as the filing date, even if the IRS doesn’t physically receive the envelope until days later.11Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying Registered or certified mail is legally recognized proof of that postmark. If you ever need to prove you filed on time, the certified mail receipt is the evidence.

If you prefer FedEx, UPS, or DHL, use one of the specific service levels the IRS has designated. Not every shipping option qualifies. The approved list includes services like FedEx Priority Overnight, UPS Next Day Air, and DHL Express, among others.12Internal Revenue Service. Private delivery services also require a different address. Use the IRS submission processing center’s street address, not the P.O. Box in most form instructions. The IRS publishes separate street addresses for Austin, Kansas City, and Ogden specifically for private carrier deliveries.13Internal Revenue Service. What to Keep After You Mail

Keep a full copy of everything: a signed copy of the cover letter, every page of the return and its attachments, your certified mail receipt, and the return receipt showing delivery. That package is your defense if the IRS later claims it never received your filing.

The general statute of limitations for the IRS to assess additional tax is three years from the date you filed.14Internal Revenue Service. Six years of records covers most scenarios comfortably.
