To file W-2 Copy A, send it to the Social Security Administration by January 31 of the year after the tax year, either electronically through the SSA’s Business Services Online portal or on official red-ink paper forms mailed to the SSA’s processing center in Wilkes-Barre, Pennsylvania. Every batch must include a Form W-3 transmittal that totals the wages and taxes across all the W-2s you’re submitting under your Employer Identification Number. If you file 10 or more information returns of any type in the calendar year (W-2s, 1099s, and others combined), electronic filing is mandatory.
Where Copy A Goes and What Rides With It
Copy A is the federal government’s copy of each employee’s W-2. It goes to the SSA, not the IRS, because the SSA uses the wage data to update earnings records that drive Social Security and Medicare benefit calculations.
Form W-3, Transmittal of Wage and Tax Statements, must accompany every group of Copy A forms you send. It functions as a cover sheet reporting the combined totals from every W-2 in the batch. The SSA compares W-3 totals against the individual W-2s to spot discrepancies. If you file through BSO, the system builds the W-3 automatically from the data you upload.1Internal Revenue Service. The January 31 Deadline
Copy A is due to the SSA by January 31 of the year following the tax year. That’s the same day you have to give employees their copies. When January 31 falls on a weekend or federal holiday, the deadline moves to the next business day.2Social Security Administration. Deadline Dates to File W-2s
Extensions for W-2s are hard to get. Unlike many other information returns, W-2 extensions are non-automatic and capped at a single 30-day period. You have to submit Form 8809 on paper before the original due date and show that a narrow ground applies: a federally declared disaster, the death or serious illness of the person responsible for filing, a fire or natural disaster affecting operations, or your first year in business.3Internal Revenue Service. Most states require separate W-2 filings with their revenue departments, often on the same January 31 date. Filing with the SSA does not satisfy state obligations.
Filing Electronically Through Business Services Online
Most employers are required to file electronically. The threshold is low: file a combined total of 10 or more information returns of any type during the calendar year, and all of them must go in electronically. That count includes W-2s, 1099s, and other information returns together. The old threshold was 250, so employers who used to file on paper may now be over the line.5Internal Revenue Service. The SSA’s Business Services Online portal is free. You register with Login.gov or ID.me credentials, then set up a BSO account tied to your employer information. From there you have two ways in:
- W-2 Online lets you type in up to 50 W-2s by hand. It suits small employers who don’t use payroll software.
- Wage file upload accepts an EFW2-formatted file produced by your payroll system. This is the route for larger employers or anyone whose software exports in that format.
Once your submission goes through, BSO generates the W-3 automatically and issues a confirmation receipt with a Wage File Identifier. Save the receipt as your proof of timely filing.
Verify Names and Social Security Numbers First
A mismatched name or SSN is one of the most common ways to end up filing corrections later. Before you submit, run your employee data through the SSA’s Social Security Number Verification Service, a free tool that checks whether each name and SSN matches SSA records.6Social Security Administration. You register for SSNVS through BSO with the same Login.gov or ID.me credentials, and you can verify individual SSNs interactively or upload batch files.7Social Security Administration. If a name or number doesn’t match, check the employee’s Social Security card, update your records to match the card, and ask the employee to contact their local SSA office if the card itself doesn’t clear the check.
Test Your Wage File With AccuWage
If you’re uploading an EFW2 file, run it through the SSA’s AccuWage Online tool before submitting. AccuWage checks the file against SSA formatting specifications and flags errors that would stop processing. You can’t edit inside AccuWage, so you fix problems in your payroll software and retest until the file is clean.8Social Security Administration. Paper Filing When You Qualify
Paper filing is only available if you file fewer than 10 total information returns for the calendar year. The formatting rules are strict because the SSA scans paper forms optically.
You cannot photocopy Copy A, print it from the IRS website, or use a plain laser-printed version. Only official Copy A forms will process, printed in red and white or black and white with two forms to a page.9Social Security Administration. Fixing Mistakes After You File
If you find an error after you’ve submitted, file Form W-2c (Corrected Wage and Tax Statement) as soon as possible. Every W-2c has to be accompanied by a Form W-3c transmittal, even if you’re correcting a single form and even if the only change is a name or SSN.12Social Security Administration. You can file corrections electronically through BSO’s W-2c/W-3c Online feature, which handles W-2s from the past three years and roughly three months and accepts up to 25 corrected forms per submission. The system walks you through entering the original incorrect data alongside the corrected version and builds the W-3c summary for you.13Social Security Administration. Fixing errors quickly also matters for penalty exposure, because the penalty tiers reward earlier corrections.
Penalties for Late or Wrong Filings
The IRS imposes penalties under Section 6721 for failing to file correct information returns on time. Penalties are assessed per form, and the tier depends on how quickly you correct. The dollar figures adjust for inflation each year, so check the current General Instructions for exact amounts. - Corrected within 30 days of the deadline: the lowest per-form penalty, with a base statutory amount of $50 before inflation adjustment, and a separate annual cap for the tier.
- Corrected after 30 days but on or before August 1: a middle per-form amount, base $100, with a higher annual cap.
- Filed after August 1 or not filed at all: the full per-form amount, base $250, with the highest annual maximum, currently in the range of several million dollars.
Employers with gross receipts of $5 million or less get lower annual caps at each tier, roughly half the standard maximums. The per-form amounts are the same; only the total annual exposure is reduced.
Intentional disregard of the filing requirement sits in its own category. The per-form penalty jumps to at least the base amount of $500, adjusted for inflation, and no annual cap applies.
If you can show the failure was due to reasonable cause and not willful neglect, the IRS may waive the penalty.15Office of the Law Revision Counsel. 26 USC 6724 – Waiver; Definitions and Special Rules Reasonable cause generally means you acted responsibly before and after the failure and that the circumstances were beyond your control. A payroll system failure or a disaster that destroyed your records is the kind of situation this covers. Keep documentation that supports the claim.

Hold on to copies of every filed W-2, the W-3 transmittal, and your electronic confirmation receipts for at least four years after the filing date.
