To apply for an ITIN as an H4 dependent, submit IRS Form W-7 along with identity and foreign status documents and, in most cases, the federal tax return the ITIN will appear on. You can file the package by mail, in person at an IRS Taxpayer Assistance Center, or through a Certifying Acceptance Agent. Outside of tax season, processing takes about seven weeks.
Do You Actually Need an ITIN?
An Individual Taxpayer Identification Number is a nine-digit number the IRS assigns to people who have a federal tax obligation but cannot get a Social Security number.1Internal Revenue Service. Most H4 visa holders cannot get an SSN because only noncitizens authorized by USCIS to work in the United States are eligible.2Social Security Administration. Foreign Workers and Social Security Numbers As an H4 dependent, you typically need an ITIN in one of two situations: the H-1B primary visa holder wants to file a joint return that includes you, or you have your own U.S.-source income (such as bank interest or rental income) and must file a return.1Internal Revenue Service. One important exception. If your H-1B spouse has an approved I-140 immigrant petition, you may qualify for an H4 Employment Authorization Document. With an EAD you are authorized to work and should apply for a Social Security number instead.3U.S. Citizenship and Immigration Services. What Goes in the Application Package
Three components: a completed Form W-7, supporting identification documents, and (in most cases) the federal tax return the ITIN will appear on.4Internal Revenue Service. Instructions for Form W-7 Missing any piece is the fastest way to get your application kicked back.
Identity and Foreign Status Documents
A valid passport is the only document that proves both identity and foreign status on its own. If you submit an original passport or a certified copy from the issuing government, no other supporting documents are required.5Internal Revenue Service. ITIN Supporting Documents For a dependent applicant, the passport must show a U.S. entry date to also serve as proof of U.S. residency. If it does not, you will need an additional document showing residency.
Without a valid passport, you must submit two documents: one proving identity and another proving foreign status, at least one of which includes a photograph. Acceptable options include USCIS photo ID, a U.S. Department of State visa, a national identification card, a foreign voter’s registration card, a foreign military ID, and various U.S. or foreign driver’s licenses and state IDs.
To back up your H4 status specifically, include a copy of your H4 visa stamp, your Form I-94 arrival record, or your Form I-797 approval notice. These are not on the IRS’s formal list, but they help the IRS confirm your immigration category and often head off follow-up requests.
The Tax Return Requirement
You must generally attach a completed federal income tax return to your Form W-7. The IRS will not issue an ITIN without one unless you qualify for a specific exception.4Internal Revenue Service. The IRS processes the W-7 first, assigns the ITIN, and then processes the return.
The IRS recognizes five narrow exceptions that allow a W-7 without a return, covering things like passive income with third-party withholding, mortgage interest reported by a third party, and dispositions of U.S. real property by a foreign person.4Internal Revenue Service. Filling Out Form W-7
Form W-7 is available on the IRS website and at Taxpayer Assistance Centers. It is short, but small errors cause most delays.
At the top, check whether you are applying for a new ITIN or renewing an existing one, then select the reason for applying. An H4 spouse being included on a joint return typically chooses the reason for claiming a tax benefit. An H4 dependent with their own U.S.-source income filing a separate return would select the nonresident alien filing option.
Enter your name, mailing address, date of birth, country of birth, and country of citizenship exactly as they appear on your passport or ID documents. Mismatches are one of the most common rejection reasons. The form also asks for the number, issuing country, and expiration date of your foreign identification document. Sign and date before submitting.

If you mail an original passport, the IRS returns it to the address on your W-7. That means weeks without your passport. If you need it during the processing window for travel or identification, use one of the other methods.
In Person at a Taxpayer Assistance Center
IRS Taxpayer Assistance Centers that offer ITIN services can review your W-7, authenticate your original documents, and hand them back at the end of the appointment.6Internal Revenue Service. How to Apply for an ITIN The TAC then mails your package for processing. This is free and eliminates the risk of documents getting lost in transit. Not every TAC handles ITIN work, so check locations on the IRS website before you go.
Through a Certifying Acceptance Agent
A Certifying Acceptance Agent is an individual or organization authorized by the IRS to verify your identity documents and submit your application on your behalf. Like a TAC, a CAA can authenticate documents and return them immediately.6Internal Revenue Service. How to Apply for an ITIN CAAs charge fees, and the IRS does not regulate what they charge. Many CAAs also prepare tax returns, which is convenient if you need help with both.
Processing Time and Status Checks
Outside of tax season, allow about seven weeks for the IRS to process an ITIN application. During peak filing season (January 15 through April 30), or if you applied from overseas, expect nine to eleven weeks.6Internal Revenue Service. What an ITIN Does and Doesn’t Unlock
An ITIN lets you file a return, but it does not qualify you for every credit. The Child Tax Credit requires the child to have a valid Social Security number. A child listed with an ITIN does not qualify for the CTC or the Additional Child Tax Credit, no matter what else is true.8Internal Revenue Service. The Credit for Other Dependents is available to ITIN holders, worth up to $500 per qualifying dependent, and dependents with either an SSN or an ITIN can qualify.10Internal Revenue Service. Understanding the Credit for Other Dependents The dependent must be a U.S. citizen, national, or resident alien and must be claimed on the return. The credit begins to phase out at $200,000 of modified adjusted gross income ($400,000 for married filing jointly), and it is nonrefundable, so it can reduce your tax to zero but will not generate a refund on its own.
Renewal and Expiration
ITINs expire. If an ITIN is not used on a federal tax return for three consecutive tax years, it expires on December 31 of that third year.11Internal Revenue Service. How to Renew an ITIN This catches many H4 dependents off guard. If you were on a joint return in 2022 but not on returns for 2023, 2024, and 2025, the ITIN expires at the end of 2025.
To renew, use the same Form W-7, the same supporting documents, and the same submission methods as a new application, and attach the tax return on which the renewed ITIN will appear.4Internal Revenue Service. If you file with an expired ITIN, the IRS will still accept the return but processing will be delayed. If You Later Get an SSN
If your status changes and you become eligible for a Social Security number, stop using the ITIN for tax purposes immediately. You cannot use both. Notify the IRS so it can merge your tax records under the SSN; if you skip this, wage and withholding records under each number stay separate, which can reduce any refund you are owed.12Internal Revenue Service. Visit a local IRS office, or send a letter to the IRS at Austin, TX 73301-0057 that includes your full name, mailing address, ITIN, a copy of your Social Security card, and a copy of the CP 565 (Notice of ITIN Assignment) if you still have it.
