To address an envelope to the IRS, write “Internal Revenue Service” and the specific processing-center address for your form on the center of the envelope, put your own name and address in the upper left, and leave your Social Security number off the outside entirely. The address itself is the part people get wrong: the IRS uses different mailing addresses depending on which form you’re sending, which state you live in, and whether a payment is enclosed.
Find the Right IRS Address Before Anything Else
There is no single IRS mailing address. Each processing center handles a different mix of forms and regions. A Form 1040 mailed from California with a payment goes to a P.O. Box in Louisville, Kentucky; the same form from the same state without a payment goes to Ogden, Utah.1Internal Revenue Service. Look up your address two ways: the IRS “Where to File” page for your specific form, and the instructions that came with the form itself. Verify every year. These addresses change, and last year’s envelope is not proof of this year’s address.3Internal Revenue Service. Where to File – Forms Beginning with the Number 1
If you’re filing from a foreign country, a U.S. territory, or an APO/FPO address, the addresses are different again. A Form 1040 without a payment goes to Department of the Treasury, Internal Revenue Service, Austin, TX 73301-0215, USA. With a payment, it goes to Internal Revenue Service, P.O. How to Lay Out the Envelope
Once you have the right address, the format is ordinary USPS. In the upper left corner, write your full name, street address, city, state, and ZIP. Include both names if you’re filing a joint return. In the center of the envelope, write “Internal Revenue Service” on the first line, the P.O. Box or street address on the second, and the city, state, and ZIP on the third.
Use all uppercase and skip the punctuation. That is what USPS sorting machines read most cleanly. A finished envelope for a California filer sending a Form 1040 with payment looks like this:

Do Not Put Your SSN on the Outside
Your Social Security number belongs on the return, not on the envelope. The Social Security Number Fraud Prevention Act restricts SSN display on mailed documents, and the IRS has been working to reduce unnecessary SSN exposure across its own paperwork.5Internal Revenue Service. When a Payment Is Enclosed
A payment changes two things: the address on the envelope, and what goes inside it.
The IRS “Where to File” tables have a separate column for returns mailed with payments, and it almost always points to a different P.O. Box than the no-payment column. Inside the envelope, include Form 1040-V (the payment voucher) with your check or money order. Do not staple or paperclip the payment or voucher to the return. Everything goes in loose. Processing centers separate payments from returns right away, and fasteners slow that step down.6Internal Revenue Service. Form 1040-V Payment Voucher for Individuals Make the check or money order payable to “United States Treasury,” and write your SSN, phone number, and the tax year on the payment itself so it can be matched back to your return if the two get separated.
Postage and Proof of Mailing
A tax return with schedules and attachments is heavier than a normal letter, and it often qualifies as a large envelope (a flat) because of its size. Weigh it. Guessing at postage is how envelopes come back to you a week later with the deadline already gone.
Regular mail will get your return there, but it leaves no record. USPS Certified Mail gives you proof of mailing and proof of delivery; adding Return Receipt gets you a signature. USPS specifically recommends keeping the mailing receipt or Certificate of Mailing when sending tax documents.7USPS. You can also use a designated private delivery service. The IRS currently recognizes specific service levels from DHL Express, FedEx, and UPS for the timely-mailing rule, but not every service level from those carriers qualifies. FedEx Ground is not on the list; FedEx Priority Overnight is. Check the IRS list before choosing a service.9Internal Revenue Service. Private Delivery Services (PDS)
Private carriers cannot deliver to P.O. Boxes, so if you use one, you need the IRS street address for the assigned processing center in Austin, Kansas City, or Ogden rather than the P.O. Why the Address Matters: The Timely Mailing Rule
Federal law treats the postmark date as the filing date, but only if three conditions are met: the envelope is properly addressed to the correct IRS office, postage is prepaid in full, and it is postmarked on or before the deadline.8Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying Miss any one of them and the postmark protection can fall away. With registered or certified mail, the registration or certification date counts as the postmark. With a designated private carrier, the carrier’s written proof of the mailing date does the same job.9Internal Revenue Service. Private Delivery Services (PDS)
If you send the return to the wrong IRS center, it’s usually not lost. The IRS generally forwards misaddressed returns to the correct processing center. What you lose is time. A refund gets pushed back, and a return mailed close to the deadline may not count as timely filed at the correct office once the forwarding is done. A simple addressing mistake does not automatically qualify as reasonable cause for penalty relief; the IRS evaluates each situation on its facts, and ordinary oversights generally do not clear the bar.11Internal Revenue Service. Checklist Before You Seal the Envelope
- Correct IRS address confirmed for your form, state, and payment status
- Return address in the upper left, complete and legible
- Address block in uppercase, no punctuation
- No SSN written anywhere on the outside
- If enclosing a payment: Form 1040-V and check loose, check payable to “United States Treasury,” SSN and tax year written on the check
- Envelope weighed and postage sufficient
- Certified Mail, Return Receipt, or a designated private carrier used for proof
- Copy of the return and mailing receipts kept for your records
