When you are filing federal taxes by mail, three things decide whether it goes smoothly: assembling the return in the order the IRS expects, sending it to the correct address for your state and payment status, and mailing it in a way that proves the postmark date. Your 2025 paper return is due April 15, 2026.
What Goes in the Envelope
Put your signed Form 1040 on top. Behind it, attach your W-2s. Also attach any Form W-2G or Form 1099-R, but only the copies that show federal tax was withheld.1Internal Revenue Service. Sign and date the return. An unsigned return is not a valid return, and the IRS will hold your refund until it gets a signature.2Internal Revenue Service. IRS Link and Learn Taxes – Taxpayer Signature If you are filing jointly, both spouses sign.
Leave receipts, brokerage statements, and other backup documents out of the envelope unless a specific form’s instructions tell you to include them. Keep those records at home. Before you seal anything, photocopy the entire package, including the signed 1040. If the IRS writes to you months later questioning a number, you will need an exact copy to respond.
If You Owe a Balance
Include Form 1040-V, the payment voucher, with your check or money order.3Internal Revenue Service. One thing catches people out: the IRS says to send payments by regular U.S. mail, not a private delivery service. Using FedEx or UPS for the payment itself can slow processing down.4Internal Revenue Service. Pay by Check or Money Order
Where to Send Your Return
There is no single IRS address. The right one depends on the state you live in and whether you are enclosing a payment. Returns with a balance due go to different processing centers than returns showing a refund or zero owed. Mailing to the wrong address forces the IRS to reroute the envelope internally and can add weeks to your wait.
Look up your address in the IRS state-by-state tables for Form 1040.5Internal Revenue Service. Where to File Addresses for Taxpayers and Tax Professionals Filing Form 1040 As a rough orientation, no-payment returns route to processing centers in Austin, Kansas City, or Ogden, and returns with payment route to P.O. boxes in Charlotte or Louisville.
Some filers use separate addresses: taxpayers living abroad, those mailing from an APO or FPO address, and anyone attaching Form 2555 for foreign earned income.6Internal Revenue Service. Do not use the Form 1040 addresses for a business filing.
Proving You Filed on Time
Federal law treats the U.S. postmark date as your filing date, provided the postmark is on or before the deadline and the return is properly addressed with correct postage and deposited in U.S. mail.7Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying This is the timely mailing rule, and it is your protection if the IRS receives the return after April 15.
The safest way to send it is USPS Certified Mail with Return Receipt Requested. You get a dated mailing receipt and, later, proof of delivery. That combination is the record you want if the IRS ever claims your return arrived late.
You can also use an IRS-approved private delivery service, but only specific service levels from DHL Express, FedEx, and UPS qualify.8Internal Revenue Service. Private Delivery Services (PDS) Everyday ground options like FedEx Ground and UPS SurePost do not count, and using an unapproved service means the timely mailing rule does not apply. Check the IRS list before you drop the package off.
Postage matters too. A paper return with several schedules can easily weigh more than a single stamp covers. If the post office returns your envelope for insufficient postage, your filing date is the day you remail it, not the day you first tried. Weigh it at the counter and have the clerk confirm the postage.
If You Cannot File by April 15
Mailing Form 4868 by April 15 gives you an automatic six-month extension to October 15, 2026.9Internal Revenue Service. The mailing addresses follow the same state-based pattern as Form 1040 but use different P.O. boxes.10Internal Revenue Service. Form 4868 Addresses for Taxpayers and Tax Professionals
An extension gives you more time to file, not more time to pay. Interest on any unpaid tax runs from April 15 whether you have an extension or not. Estimate what you owe as best you can and send a payment with Form 4868 to keep interest down.
What Late Filing Costs
Filing late is more expensive than paying late, which is why getting the envelope in the mail on time matters even when you cannot pay in full. Two separate penalties can run at the same time:
- Failure to file: 5% of the unpaid tax per month or partial month, capped at 25%.11Office of the Law Revision Counsel. 26 USC 6651 – Failure to File Tax Return or to Pay Tax
- Failure to pay: 0.5% of the unpaid tax per month, also capped at 25%.11Office of the Law Revision Counsel. 26 USC 6651 – Failure to File Tax Return or to Pay Tax
When both apply in the same month, the failure-to-file rate drops to 4.5%, so the combined monthly charge is 5% rather than 5.5%.12Internal Revenue Service. Topic No. 653, IRS Notices and Bills, Penalties and Interest Charges If the return is more than 60 days late, a minimum penalty of $525 or 100% of the tax owed, whichever is less, applies.13Internal Revenue Service. Unpaid tax also accrues interest, compounded daily. The IRS underpayment rate for the second quarter of 2026 is 6%.14Internal Revenue Service. Quarterly Interest Rates If you enter into an installment agreement, the failure-to-pay penalty drops from 0.5% to 0.25% per month while the agreement is in effect.12Internal Revenue Service. Topic No. 653, IRS Notices and Bills, Penalties and Interest Charges If you owe and cannot pay, file the return on time anyway and ask for a payment plan. That roughly halves your penalty exposure compared with not filing.
After You Mail It
Paper returns take much longer than e-filed ones. E-filed returns generally process within about 21 days, while paper returns run many weeks behind that, and backlogs grow during peak season.15Internal Revenue Service. Processing Status for Tax Forms
You can track a refund with the IRS “Where’s My Refund?” tool, but wait at least four weeks after mailing before checking. The system shows nothing until your return has been entered into the IRS database.16Internal Revenue Service. IRS correspondence about your return comes by physical mail. If a notice asks for information or claims a balance is due, respond promptly. Ignored notices generate more notices with escalating penalties and interest.
Mailing an Amended Return
To fix a mistake after you filed, use Form 1040-X. Amended returns have their own state-based address tables, with processing centers in Kansas City, Austin, or Ogden.17Internal Revenue Service. Do not reuse your original 1040 address.
Amended returns take considerably longer to process than originals, so expect a wait of several months if yours claims a refund. You generally have three years from the date you filed the original return, or two years from the date you paid the tax, whichever is later, to file an amended return claiming a refund.
