Does MAGI Include HSA Contributions or Reduce It?

HSA contributions reduce your Modified Adjusted Gross Income for the federal tax provisions that matter most. The deduction comes off your gross income before AGI is calculated, and the IRS does not require it to be added back when figuring MAGI for Roth IRA eligibility, the Premium Tax Credit, or the Net Investment Income Tax. So the question of whether MAGI includes HSA contributions has a clean answer for these programs: it does not. For 2026, that translates to up to $4,400 of MAGI reduction with self-only high-deductible coverage or $8,750 with family coverage, plus a $1,000 catch-up if you are 55 or older.

How the Deduction Reaches Your AGI

AGI is the starting line for nearly every federal tax calculation, and HSA contributions are one of the above-the-line deductions that get subtracted before you arrive at it. The mechanics are straightforward. You report the contribution on Form 8889, the total flows to Schedule 1 (Form 1040), Line 13, and it reduces your gross income dollar-for-dollar to produce the AGI on Line 11 of Form 1040.2Internal Revenue Service. Why HSA Contributions Are Not Added Back

MAGI isn’t one number. The IRS calculates it differently depending on the tax provision, always by starting from AGI and adding back a specific list of items. HSA contributions do not appear on any of the common lists.

For Roth IRA contributions, the add-backs include the traditional IRA deduction, the student loan interest deduction, excludable savings bond interest, employer-provided adoption benefits, and the foreign earned income and housing exclusions. For the Premium Tax Credit under the Affordable Care Act, the add-backs are narrower: foreign earned income, tax-exempt interest, and nontaxable Social Security benefits. HSA contributions are again absent.3Internal Revenue Service. Modified Adjusted Gross Income

For the Net Investment Income Tax under Section 1411, the MAGI definition is narrower still. It adds back only the amount of foreign earned income excluded under Section 911.4Office of the Law Revision Counsel. 26 U.S. Code 1411 – Imposition of Tax No HSA add-back there either.

The practical result is the same across all three programs. A $4,400 self-only contribution drops your MAGI by $4,400. A $8,750 family contribution drops it by $8,750. Nothing in the common MAGI calculations claws that back.

What the 2026 Reduction Is Worth

The maximum MAGI reduction is set by the annual HSA contribution limit, which depends on your coverage type:5Internal Revenue Service. IRS Notice 2026-05 – Expanded Availability of Health Savings Accounts

  • Self-only HDHP coverage: $4,400
  • Family HDHP coverage: $8,750

If you are 55 or older by the end of the tax year, you can add another $1,000. That catch-up amount is fixed by statute and does not adjust for inflation.6Office of the Law Revision Counsel. 26 U.S. Code 223 – Health Savings Accounts A family filer 55 or older can therefore reduce MAGI by up to $9,750.

To contribute at all, you generally need a qualifying high-deductible health plan. For 2026, that means an annual deductible of at least $1,700 for self-only coverage or $3,400 for family coverage, with out-of-pocket maximums no higher than $8,500 and $17,000.5Internal Revenue Service. New 2026 Eligibility for Bronze, Catastrophic, and Direct Primary Care Plans

The One, Big, Beautiful Bill Act expanded HSA eligibility starting January 1, 2026. Bronze and catastrophic plans available through a health insurance exchange are treated as HSA-compatible even if they don’t meet the standard HDHP definition. The IRS has clarified that bronze and catastrophic plans purchased outside an exchange also qualify.7Internal Revenue Service. The same law lets individuals in certain direct primary care arrangements contribute to an HSA and use HSA funds tax-free to pay the periodic fees for that care.7Internal Revenue Service. Where a Lower MAGI Actually Matters

Reducing MAGI is only useful where MAGI controls something. Several federal provisions turn on the number, and a well-timed HSA contribution can push you across a threshold or restore a benefit that was phasing out.

Roth IRA Contribution Limits

For 2026, the ability to contribute to a Roth IRA phases out between $153,000 and $168,000 of MAGI for single filers, and between $242,000 and $252,000 for married couples filing jointly.8Internal Revenue Service. 401(k) Limit Increases to $24,500 for 2026, IRA Limit Increases to $7,500 If your income lands inside or just above the phase-out, an HSA contribution can pull MAGI back down and restore full or partial Roth eligibility.

Net Investment Income Tax

The 3.8% Net Investment Income Tax applies to the lesser of your net investment income or the amount by which your MAGI exceeds $200,000 for single filers or $250,000 for married couples filing jointly.9Office of the Law Revision Counsel. 26 U.S.C. 1411 – Imposition of Tax Those thresholds are not indexed to inflation, so more taxpayers cross them each year. Every HSA dollar that pulls MAGI below the threshold avoids 3.8 cents of tax on the corresponding investment income.

Premium Tax Credit

The Premium Tax Credit for marketplace coverage is based on household MAGI, and the ACA’s MAGI formula does not add HSA contributions back.3Internal Revenue Service. Modified Adjusted Gross Income For early retirees and self-employed filers buying through the marketplace, a few thousand dollars of income shift can change the subsidy meaningfully.

Student Loan Interest Deduction

The student loan interest deduction lets you deduct up to $2,500 of interest paid on qualified loans, but it phases out at higher MAGI. For the 2025 tax year, the phase-out starts at $85,000 for single filers and $170,000 for married couples filing jointly, and the thresholds are adjusted annually for inflation. An HSA contribution that keeps MAGI below the floor preserves the full deduction.

Two Traps That Can Undo the Benefit

The Last-Month Rule Testing Period

If you become eligible partway through the year, the last-month rule lets you contribute the full annual limit as long as you are an eligible individual on December 1. Your limit is based on whatever HDHP coverage you hold on that date.1Internal Revenue Service. Publication 969, Health Savings Accounts and Other Tax-Favored Health Plans

There is a catch. You must remain HSA-eligible through a testing period that runs from December 1 of the contribution year through December 31 of the following year. Losing eligibility during that window causes the excess contribution to be added back to your income and hit with an additional 10% tax.1Internal Revenue Service. Publication 969, Health Savings Accounts and Other Tax-Favored Health Plans The MAGI savings are real only if you can stay in eligible coverage for the whole testing period.

Excess Contributions and the 6% Excise Tax

Contributing more than the annual limit triggers a 6% excise tax on the excess for every year it remains in the account, and the penalty compounds until you fix it.1Internal Revenue Service. Publication 969, Health Savings Accounts and Other Tax-Favored Health Plans

You can avoid the tax by withdrawing the excess plus any earnings on it before the due date of your return, including extensions. For 2026 contributions, that generally means April 15, 2027, or October 15, 2027, if you file an extension.1Internal Revenue Service. Publication 969, Health Savings Accounts and Other Tax-Favored Health Plans The withdrawn amount won’t count as a deduction, so your AGI and MAGI reflect only the contributions that stayed within the limit. Miss the deadline and the 6% applies for that year and keeps accruing until you withdraw the excess or absorb it by under-contributing in a later year.

State Tax Treatment May Differ

The MAGI reduction is a federal answer. Most states with an income tax conform to the federal treatment, so an HSA contribution also lowers state taxable income. California and New Jersey do not recognize the HSA deduction: contributions are taxed as ordinary income on those state returns, and investment earnings inside the account are taxable at the state level as well. Nine states have no income tax, so the question doesn’t arise there. Check your state’s current conformity before assuming the federal deduction carries over.
