Yes, an AmeriCorps stipend is taxable income. The living allowance paid during your service term counts as federal taxable income and shows up on a W-2 like ordinary wages, and the Segal Education Award is taxable in the year you actually use it. What throws people off is what isn’t withheld and when the tax bill arrives.
What Gets Withheld From the Living Allowance, and What Doesn’t
AmeriCorps treats members as federal employees for limited tax purposes, so the sponsoring organization withholds federal income tax from every living allowance payment.1AmeriCorps. FY 2024 Grant Terms and Conditions – Section: III. Living Allowance and Withholdings The allowance is included in your adjusted gross income for the year.
Two things are not withheld. FICA (Social Security and Medicare) taxes do not come out of the living allowance for VISTA members or for AmeriCorps State and National members. Neither do state or local income taxes.2My AmeriCorps. Are Taxes Taken Out of My Living Allowance? That gap is why some members owe money at filing time even though something was withheld from every check.
You’ll usually receive a W-2 by January 31 of the following year, mailed and posted to the My AmeriCorps portal.3AmeriCorps. AmeriCorps VISTA Member Handbook 2025 – Section: W-2 Form Statement of Earnings and Taxes Withheld The living allowance appears in Box 1 with federal tax withheld in Box 2; the Social Security and Medicare boxes are typically blank or zero because nothing was withheld.
The VISTA End-of-Service Stipend Is Handled Differently
VISTA members who choose the roughly $1,500 end-of-service cash stipend instead of the Segal Education Award will see federal income tax and FICA both withheld from that payment.4AmeriCorps. AmeriCorps VISTA Member Handbook 2025 – Section: Financial Support The FICA portion may count toward Social Security credits, though the amount may not be enough for a full credit.5My AmeriCorps. What Is the Difference Between the Education Award and the Stipend? If you took the cash stipend, your W-2 will show FICA amounts reflecting that payment, not the living allowance.
If You Receive a 1099-NEC Instead of a W-2
Less commonly, an AmeriCorps State or National program classifies a member as an independent contractor and issues a Form 1099-NEC. The living allowance then appears in Box 1 of the 1099-NEC and gets reported on Schedule C.6Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (Rev. April 2025) – Section: Box 1. Nonemployee Compensation That classification also triggers self-employment tax, meaning you owe both the employee and employer shares of Social Security and Medicare on the allowance. It’s a real surprise at filing time if you weren’t setting money aside.
Health Coverage Isn’t Taxable
Health insurance provided through the program is generally excluded from your income under the same rule that covers employer-provided health plans.7Office of the Law Revision Counsel. 26 U.S. Code 106 – Contributions by Employer to Accident and Health Plans As long as the program pays premiums directly rather than adding cash to your paycheck, the coverage stays off your return.
The Segal Education Award: Taxed When You Use It
The Segal Education Award is taxable, but the tax doesn’t hit when you earn it. It hits in the year you actually draw on the award to pay qualified education expenses or repay qualified student loans.5My AmeriCorps. What Is the Difference Between the Education Award and the Stipend? You have seven years from the end of your service term to use it, which spreads the timing decision out.8AmeriCorps. How Long Do I Have to Use My Segal AmeriCorps Education Award?
When your payments from the award reach $600 or more in a calendar year (including any interest paid on your behalf), AmeriCorps sends a Form 1099-MISC with the amount in Box 3 as other income.9Internal Revenue Service. 1099 MISC, Independent Contractors, and Self-Employed 5 You report that amount as other income on your federal return.
A frequent misconception: the award is not tax-free when used to repay student loans. It’s taxable whether you apply it to tuition, fees, or a loan payment. Bills have been introduced to change that, but as of 2026 no such exclusion has been enacted.
Because tax follows the year of use, you have some control. Using the award during a low-income year (say, while enrolled full-time in school right after service) keeps the tax bite small. Splitting a large award across two calendar years is another way to keep each year’s taxable amount lower.
Why Members Sometimes Owe at Tax Time
Federal withholding on a modest allowance may not cover your full federal liability, and nothing is withheld for state or local tax. If you also received a 1099-NEC, self-employment tax stacks on top. The IRS expects quarterly estimated payments from anyone who anticipates owing $1,000 or more after withholding and refundable credits.10Internal Revenue Service. 2026 Form 1040-ES Estimated Tax for Individuals
Many members earn little enough that total federal tax stays under that $1,000 threshold, and no estimated payments are required. If you have other income during the year, or you received a 1099-NEC, run the numbers early rather than at filing time.
Tax Credits: What You Can and Can’t Claim
The living allowance counts as earned income for the Earned Income Tax Credit. The VISTA Member Handbook states this directly: EITC is based on earned income, including AmeriCorps VISTA allowances.11AmeriCorps. AmeriCorps VISTA Member Handbook 2025 – Section: Earned Income Tax Credit Because AmeriCorps allowances are modest, many members fall within EITC income limits, and if the credit exceeds your tax owed, the IRS refunds the difference.
Education tax credits are more restricted. The American Opportunity Tax Credit and the Lifetime Learning Credit apply to qualified education expenses you pay out of pocket. Expenses paid with the Segal Education Award weren’t paid from your own funds, so those same dollars generally can’t be claimed for an education credit as well. If part of your tuition came from the award and part came from you, only the out-of-pocket portion may qualify for a credit.
State Tax and a Note on Public Benefits
Most states start from your federal AGI, so the living allowance flows onto your state return automatically. And because nothing was withheld, you owe whatever the state calculates directly.2My AmeriCorps. Are Taxes Taken Out of My Living Allowance? A few states offer specific exemptions or deductions for AmeriCorps compensation; those rules vary, so check with your state’s tax agency rather than assuming.
One point that isn’t a tax rule but often gets confused with one: for public assistance programs like SNAP or Medicaid, federal law prohibits treating the VISTA living allowance as income that reduces eligibility for benefits you were already receiving, as long as the hourly rate does not exceed the applicable minimum wage.12Office of the Law Revision Counsel. 42 U.S. Code 5044 – Special Limitations That protection is separate from your federal tax return. The allowance is still taxable income on your 1040 even in states and situations where it’s disregarded for benefits purposes.
