Do I Need to Attach 1099 Forms to My Tax Return?

You do not need to attach 1099 forms to your federal tax return in most cases. The IRS already receives its own copy of every 1099 directly from the payer, so your copy is there for your records and to help you fill in the return accurately. The one common exception: if you file on paper and your Form 1099-R shows federal income tax withheld in box 4, you must attach Copy B to the front of your return.

The One Form You Do Attach

Form 1099-R reports distributions from pensions, annuities, retirement plans, and IRAs. Its own instructions state plainly: “If this form shows federal income tax withheld in box 4, attach this copy to your return.”1Internal Revenue Service. If box 4 is blank, the 1099-R stays with your records like any other 1099. And this attachment rule applies only to paper returns. When you e-file, the withholding data transmits electronically with the return, and there is nothing to staple, mail, or upload separately.

Every Other 1099 Stays in Your Files

The 1099-NEC for freelance work, the 1099-INT for interest, the 1099-DIV for dividends, the 1099-B for investment sales, the 1099-K for payment app activity, the 1099-MISC for rent and royalties, the 1099-G for unemployment: none of these get attached to a federal return. The payer files an information return with the IRS at the same time it sends you your copy, so the agency already has the numbers.

Any 1099 other than the 1099-R that shows withholding in box 4 follows the same principle. Enter the withholding on Form 1040 line 25b, keep the form as your documentation, and move on. The IRS does not ask paper filers to attach these documents, and e-filers have nothing to attach in the first place.

Paper Filing vs. E-Filing

For paper filers, the attachment question comes down to a short checklist. Attach any W-2. Attach a 1099-R if box 4 shows withholding. Otherwise, your 1099s stay in a folder at home.

For e-filers, there is no physical attachment at all. Tax software prompts you to enter the amounts from each 1099, then maps them to the correct lines and schedules. The information reaches the IRS through the return itself, not as a separate document. You still keep your copies, but nothing gets mailed.

What You Do Instead: Report the Numbers Correctly

Because the IRS already has the 1099 data, the part that actually affects your tax bill is where each number lands on the return. A few pointers by form type:

  • 1099-INT interest and 1099-DIV ordinary dividends go directly on Form 1040 when each total is under $1,500; above that threshold, complete Schedule B.   • 1099-R distributions are reported directly on Form 1040, with both the gross and taxable amounts entered on the pension or IRA lines.
  • 1099-B proceeds from securities sales go on Form 8949 and Schedule D. When your broker reported basis to the IRS and you have no adjustments, you can report directly on Schedule D lines 1a or 8a and skip Form 8949.6Internal Revenue Service.   • 1099-K amounts route to Schedule C if the payments were for a business, Schedule D if they represent investment sales, and so on. The form reports gross amounts; where they land depends on what the payments were actually for.

  • 1099-G unemployment compensation goes on the designated unemployment line of Form 1040.

Withholding shown in box 4 of any 1099 gets credited on line 25b of Form 1040, alongside W-2 withholding. That is how the money the payer already sent to the IRS gets applied to your bill.

Income Without a 1099 Is Still Taxable

Skipping attachment is not the same as skipping reporting. The IRS states directly that you must report all income on your return whether or not you receive a 1099.9Internal Revenue Service. More freelancers and gig workers will now earn taxable income that never triggers a form. If a client paid you $1,500 in 2026, no 1099-NEC is required, but that $1,500 still belongs on Schedule C. Treating a missing 1099 as a missing tax obligation is how CP2000 notices and accuracy-related penalties start.

How Long to Keep the Forms You Don’t Attach

Keep every 1099 with the tax return it relates to. The standard retention period is three years from the date you filed or the return’s due date, whichever is later. If you underreport gross income by more than 25%, the IRS has six years to assess additional tax, so hold records at least that long when there’s any question about completeness. If the IRS ever writes to ask about a number on your return, having the original 1099 in hand turns a stressful response into a routine one. That is the real reason your 1099s exist on your side of the transaction, whether or not any of them ever get attached to a return.
