A US CPA can become a UK Chartered Accountant, but there is no straight license swap. The path depends on which UK professional body you approach, and it generally involves either a conversion exam through a mutual recognition arrangement or a structured assessment programme. If you want to sign statutory audits, expect to complete additional UK audit experience on top of the designation itself.
The Three UK Designations and Why the Choice Matters
The UK has three major chartered accountancy bodies, and each admits overseas-qualified professionals on different terms.
The Institute of Chartered Accountants in England and Wales (ICAEW) awards the Associate Chartered Accountant (ACA) designation. It is the largest of the three and dominant in audit work at major firms.1ICAEW. ACA Qualification

All three designations let you work across the UK. The choice matters because only some offer a streamlined entry for US CPAs.
The ICAS Route: Mutual Recognition and a Conversion Exam
ICAS is the body most often discussed for US CPAs. A mutual recognition agreement between ICAS and NASBA/AICPA was signed in 2018, and historically it allowed licensed US CPAs to obtain the ICAS CA designation through a conversion exam rather than the full domestic qualification.
Status now is worth checking carefully. As of the most recent published list from the International Qualifications Appraisal Board, ICAS does not appear among the bodies with active mutual recognition agreements with NASBA. The active list includes CPA Canada, CPA Australia, Chartered Accountants Australia and New Zealand, the South African Institute of Chartered Accountants, Chartered Accountants Ireland, CPA Ireland, and the Instituto Mexicano de Contadores Publicos.4NASBA. When the ICAS MRA is active, the usual requirements are a current, valid CPA license in good standing from a state board of accountancy, plus a conversion exam covering UK-specific material: company law, taxation, and professional ethics. The exam bridges regulatory knowledge without repeating foundational accounting work you have already demonstrated.
The ICAEW Route: Pathways to Membership
ICAEW does not have a reciprocal agreement with the AICPA. Its reciprocal partners include CPA Canada, Chartered Accountants Australia and New Zealand, ICAS, and several others, but not the AICPA.5ICAEW. Members of Other Bodies A-Z

The Two-Step Strategy via ICAS
ICAS members can join ICAEW through the reciprocal agreement between those two bodies.5ICAEW. Members of Other Bodies A-Z A US CPA who first qualifies through ICAS could then apply to ICAEW under that reciprocal arrangement. Depending on current eligibility, this can be more efficient than the ICAEW Pathways programme, and ICAEW recognises ICAS practising certificates, so a separate one is not required.7ICAEW. ACCA Is Not a Practical Route
ACCA has no mutual recognition arrangement with US CPA bodies. Pursuing it would mean the full ACCA qualification, which is why most US CPAs focus on ICAS or ICAEW.
The Designation Does Not Include Audit Rights
This trips up many US CPAs. In the US, a CPA license generally bundles practice rights and audit rights. The UK separates them.
The Financial Reporting Council is the UK’s audit regulator. To become a registered statutory auditor, you must be a member of a Recognised Supervisory Body and hold a separate audit qualification.8GOV.UK. Statutory Audit – Regulated Professions Register
That audit qualification requires dedicated audit experience beyond the base designation. Under ICAS rules, you need at least 210 days of external audit experience, with a minimum of 105 of those days in statutory audit work.9ICAS. If you intend to sign statutory audits in the UK, plan for additional supervised audit experience under UK standards after admission.
For advisory, tax, corporate finance, or industry roles, the audit qualification is not needed. The chartered accountant designation on its own carries significant weight with UK employers and clients for non-audit work.
CPD After Admission
Once you hold a UK designation, you must meet the UK body’s continuing professional development rules. ICAEW has its own CPD regulations, but reciprocal members who satisfy the CPD obligations of their home body may be exempt, with one exception: if you serve as a Key Audit Partner or responsible individual, you must comply with ICAEW’s CPD regulations regardless of your home body’s rules.10ICAEW. In practice, a US CPA maintaining AICPA CPE may not need separate UK CPD unless they take on audit responsibilities. The exemption is not automatic for all membership categories, so check the specific rules with your UK body.
Visa and Employer Sponsorship
Qualifying as a chartered accountant does not grant the right to live and work in the UK. US citizens need a Skilled Worker visa, which requires employer sponsorship. Your employer must hold a valid sponsor licence, offer a genuine job at the appropriate skill level, and issue a Certificate of Sponsorship before you apply.
Chartered and certified accountants fall under SOC code 2421 in the UK’s occupation classification.11GOV.UK. Only basic salary and guaranteed allowances count toward this threshold; bonuses, overtime, and benefits in kind do not.12Jobbatical. The large multinational firms routinely sponsor Skilled Worker visas and know the process well. Smaller UK firms may or may not hold a sponsor licence, so confirm sponsorship capability early. Securing a job offer with sponsorship before investing in the qualification is often the more practical sequence, because many employers will support your conversion alongside employment.
Practical Steps and Costs
A realistic sequence looks like this:
- Confirm your CPA license is current, unrestricted, and in good standing with your state board. Expired or inactive licenses will not satisfy any UK body.
- Choose your target body. If the ICAS MRA is active, the conversion exam is the most efficient route. If not, the ICAEW Pathways to Membership programme is the main alternative. Contact both bodies directly for current intake requirements.
- Prepare documentation: certified copies of your CPA license, transcripts, proof of professional experience, and a letter of good standing from your state board. Notarization and apostille requirements vary.
- Pass the conversion exam or assessment. For the ICAS route, this covers UK company law, taxation, and professional ethics. Budget several months of study if you have no prior UK regulatory knowledge.
- Pay fees. ICAS training and assessment fees start at several hundred pounds per component. ICAEW Pathways fees vary by assessment. Annual membership fees apply once admitted.
- Arrange work authorization. If you plan to be based in the UK, secure Skilled Worker visa sponsorship from your employer. The visa application itself carries additional government fees.
The total timeline from initial application to designation ranges from a few months, if the conversion exam route is available and you pass on the first attempt, to over a year for the more involved ICAEW pathway.
