Can I Get a Tax Refund If My Only Income Is SSI?

Yes, you can get a federal tax refund if your only income is SSI, but the refund won’t come from taxes withheld, because nothing is withheld from SSI payments. It comes from filing a return and claiming refundable tax credits that pay out even when you owe zero in federal tax. The practical catch: the biggest of those credits require at least some earned income from a job or self-employment, so an SSI recipient with no work income at all has a narrower set of options.

Why SSI Alone Doesn’t Produce a Refund

Supplemental Security Income is a needs-based program, and the IRS does not treat SSI payments as taxable income.1Internal Revenue Service. Because there is no withholding to give back and no tax owed to reduce, a refund can only appear if a refundable credit puts money in your pocket.

For the 2025 tax year, a single filer under 65 generally isn’t required to file a federal return unless gross income reaches at least $15,750.2Internal Revenue Service. Filing is still the only way to claim a refundable credit. Skip the return and the money stays with the government.

How Refundable Credits Turn Into a Check

Most tax credits are non-refundable. They can reduce your tax bill to zero and stop there, which does nothing for someone who already owes nothing. Three credits do most of the work here: the Earned Income Tax Credit, the Additional Child Tax Credit, and the refundable portion of the American Opportunity Tax Credit. The first two require earned income. The third does not.

Earned Income Tax Credit

The EITC is the largest refundable credit for low-income workers, but it requires earned income from a job or self-employment. SSI payments do not count as earned income for the EITC, and neither does SSDI.4Internal Revenue Service.   • Two qualifying children: up to $7,152
  • Three or more qualifying children: up to $8,046

Investment income has to be $11,950 or less, and your adjusted gross income must fall below the threshold for your filing status.6Internal Revenue Service. A Disability Pension Can Count as Earned Income

One point many SSI recipients miss: disability retirement benefits received before you reach minimum retirement age do count as earned income for the EITC.4Internal Revenue Service. Once you reach minimum retirement age, those payments no longer qualify.

Additional Child Tax Credit

The Child Tax Credit for 2025 is worth up to $2,200 per qualifying child.7Internal Revenue Service. You need earned income of at least $2,500 to claim the ACTC.7Internal Revenue Service. Child Tax Credit The refundable amount equals 15% of your earned income above that $2,500 floor, capped at $1,700 per child. So an SSI recipient who earned $5,000 from part-time work would take 15% of $2,500, producing a refundable credit of $375 per qualifying child. American Opportunity Credit for Students

If you or a dependent is in the first four years of college, the American Opportunity Tax Credit can be worth up to $2,500 per eligible student. Forty percent of it, up to $1,000, is refundable, and the refundable portion does not require earned income.8Internal Revenue Service. How the Refund Affects Your SSI Resource Limit

This part matters as much as the credit itself. SSI has a resource limit of $2,000 for individuals and $3,000 for couples.9Social Security Administration. Federal law gives you a window. Under the American Taxpayer Relief Act of 2012, federal tax refunds, including those from the EITC and Child Tax Credit, are excluded from countable resources for 12 months after the month you receive the refund.10Social Security Administration. Anything still sitting there after the 12 months becomes a countable resource.

The protection covers federal refunds only. A state refund counts as a resource starting the month after you receive it.10Social Security Administration. Paying to prepare a return you’re filing only to claim a refund makes little sense when free options exist. You Have Three Years to Claim a Past Refund

If you had qualifying earned income in a past year and never filed, you may still be able to claim the credit. You have three years from the original due date of a return to file it and claim a refund.14Internal Revenue Service.
