You cannot fax Form 9465 to the IRS through any general or published fax number. The IRS instructions for the form list only two submission methods: applying through the Online Payment Agreement tool or mailing the paper form to the appropriate service center.1Internal Revenue Service. Instructions for Form 9465 Faxing it to a random IRS number means it won’t be processed, and you’ll have no proof the agency ever received it.
The One Situation Where Faxing Works
There is a narrow exception. If an IRS revenue officer, a collections representative, or someone from the Automated Collection System is already working your case and gives you a specific fax number during a phone call or in written correspondence, you can fax the form to that number. A human on the other end is expecting it. Outside of that direct instruction, don’t fax the form. If you haven’t spoken with a specific IRS employee about your account, this exception doesn’t apply to you.
How to Submit Form 9465 the Right Way
Apply Online Through the Payment Agreement Tool
The fastest option is the IRS Online Payment Agreement (OPA) tool. You get an immediate approval or denial when you finish the application.2Internal Revenue Service. Applying online also costs less. The setup fee for a long-term plan with Direct Debit is $22 when applied online versus $107 when applied by phone or mail. Without Direct Debit, the online fee is $69 versus $178 by phone or mail. Short-term plans of 180 days or less carry no setup fee regardless of how you apply, and they’re available to individuals who owe less than $100,000.3Internal Revenue Service. If your adjusted gross income is at or below 250% of the federal poverty level, the IRS treats you as a low-income taxpayer. The Direct Debit setup fee is waived entirely, and the fee for a standard long-term plan drops to $43 and is reimbursed once you finish paying. The IRS is supposed to flag eligibility automatically. Mail the Paper Form
If you can’t use the online tool, don’t want to, or need to attach Form 9465 to a paper tax return you’re filing, mail it in. The correct address depends on your state of residence and whether the form travels with a return or on its own. Check the current Form 9465 instructions before sealing the envelope, because the IRS reassigns processing centers from time to time.1Internal Revenue Service. Instructions for Form 9465
On the form, you’ll list your total liability (including penalties and interest), propose a monthly payment amount large enough to clear the balance within the allowed term, and choose a payment start date. If you opt for Direct Debit, you’ll also add your bank’s routing and account numbers. That option carries the lower fee and removes the risk of a missed payment, which is one of the more common reasons agreements come apart later.
A Boundary for Businesses
Form 9465 is not the right form for every situation. If your business is still operating and owes employment or unemployment taxes, don’t use Form 9465. What Happens After You Send It In
Once your Form 9465 is on file, the IRS is prohibited by regulation from levying your wages or bank accounts to collect the debt covered by the request while the request is pending. That protection continues for 30 days after any rejection and stays in place throughout an appeal of that rejection.4eCFR. 26 CFR 301.6331-4 – Restrictions on Levy While Installment Agreement Is Pending or in Effect The same rule pauses the collection statute of limitations, so the IRS recovers that time on the back end, but you get room to breathe now.
For mailed forms, the IRS generally responds within about 30 days.5Internal Revenue Service. What If I Have Requested an Installment Agreement Watch your mail during that window. Automated collection notices sometimes cross paths with a pending request. If a threatening letter arrives while you’re waiting, call the number on that notice and tell the representative your Form 9465 is in process.
Choosing Between the Two Methods
If you qualify for the Online Payment Agreement tool, use it. You’ll know the outcome the same day, you’ll pay a fraction of the setup fee, and you skip the guesswork about whether the paperwork arrived. Reserve the mailed paper form for situations where the online tool won’t accept your case, where you’re attaching Form 9465 to a paper return, or where you specifically need a paper trail for your records. And keep in mind that “just faxing it” is not on the menu unless an IRS employee handling your account has personally given you a number to send it to.
