The Belize tax system is territorial: it taxes income earned inside Belize and generally ignores what residents earn abroad. Individuals pay a flat 25% on Belize-sourced chargeable income after a $20,000 personal relief, companies face both a 25% corporate income tax and a business tax on gross receipts, and consumers pay 12.5% General Sales Tax on most goods and services. The Belize dollar is pegged to the U.S. dollar at 2:1, so every figure below is BZD unless noted.
Who Belize Treats as a Tax Resident
You are a tax resident if you spend more than 182 days in Belize during a tax year, or if you are domiciled there.1OECD. OECD Information on Residency for Tax Purposes – Belize Domicile can pull someone in without the day count: a permanent home in Belize plus the intent to stay is enough.
Companies incorporated under Belizean law are automatically domestic tax residents. A foreign-incorporated company becomes resident if its central management and control sit in Belize. Belize-incorporated companies that are tax resident elsewhere and have no permanent establishment or relevant activities in the country can apply for a certificate of tax exemption as a “non-included entity.”2Financial Services Commission. The territorial rule is what most people come to Belize for. A salary from a foreign employer for work performed abroad is not taxable in Belize, even if paid into a Belizean bank account. The same goes for foreign investment returns, overseas pensions, and profits from businesses operated entirely outside the country.
Personal Income Tax
The rate is a flat 25% on chargeable income, which is gross Belize-sourced earnings minus a personal relief allowance and any other permitted deductions.3Belize Tax Service. Belize Income and Business Tax Act Chapter 55 The bracket structure hinges on the $29,000 exemption floor:
- Income of $29,000 or less is fully exempt.
- Between $29,001 and $32,000, a $20,000 personal relief applies and a tax credit is layered on so take-home never drops below $29,000.

Take an earner on $50,000. Subtract the $20,000 relief, leaving $30,000 chargeable. Tax at 25% is $7,500, an effective rate of 15% on the full salary.
Belize does not impose a separate capital gains tax. Selling property or shares does not trigger a gains tax, though the transaction may attract business tax or stamp duties depending on the circumstances.
Rental, Dividend, and Foreign Investment Income
Rent from Belizean real property is taxed at 25% after allowable expenses. Dividends, commissions, and lottery winnings from Belizean sources have 15% business tax withheld at source.5Belize Tax Service. Belize Business and Income Tax Guide A resident who manages a foreign portfolio or collects an overseas pension owes no Belizean tax on that income, remitted or not.
Social Security Contributions
Anyone gainfully employed in Belize must contribute to the Social Security Board. The contributions fund retirement pensions, sickness and maternity benefits, and injury compensation. Both parties pay, with the employer carrying the larger share, and the weekly amount tracks actual earnings through an insurable-earnings schedule rather than a flat percentage.6Social Security Board, Belize. Contributions The employer is legally responsible for remitting the full amount, deducting the employee’s share at payday; miss that deduction and the employer cannot recover it later.
Self-employed people between 18 and 60 who are ordinarily resident in Belize register in person at an SSB branch. The rate is 7% of declared weekly income, which sits between $55 and $320 per week for those under 50, or $55 to $200 for those 51 to 60.7Social Security Board, Belize. You can only change your declared income level once a year, in January, and the change cannot exceed $50 above or below the previous year’s figure.
Business Tax and Corporate Income Tax
Domestic companies face two overlapping obligations. Corporate income tax is 25% of net profits, calculated the usual way. Business tax is levied on gross receipts with no deductions, at rates that vary widely by activity:5Belize Tax Service. Belize Business and Income Tax Guide

- Radio, television, and newspaper businesses: 0.75%
- Banks and licensed financial institutions: 15%
- Telecommunications (voice services): 19%
- Management fees paid to non-residents: 25%
A company pays the higher of its income tax liability or its business tax liability. For businesses with thin margins on high revenue, business tax often becomes the effective minimum because it lands on the top line. Business tax is paid quarterly.
General Sales Tax
GST is a 12.5% consumer tax on most goods and services.8BELTRAIDE. Taxes in Belize Businesses with annual turnover above $75,000 from taxable activities must register, charge GST on sales, and file monthly returns; they claim credits for GST paid on their inputs.
Basic foods and educational services are either zero-rated or exempt. The difference matters commercially. Zero-rated goods, such as exports, still allow input tax credits. Exempt goods do not, which quietly raises the seller’s cost base.
International Business Companies
The International Business Company is a corporate form built for operations outside Belize. An IBC cannot do business with Belizean residents, cannot hold local real property beyond a basic office lease, and cannot offer banking, insurance, or registered agent services without a specific license.9Belize Financial Services Commission. The old pure zero-tax IBC is gone. Pressure from the EU and OECD produced the Economic Substance Act, which now requires any IBC engaged in a “relevant activity” to show real presence in Belize. The listed activities are banking, insurance, fund management, financing and leasing, headquarters operations, distribution and service centres, shipping, and holding companies whose subsidiaries perform any of these.10National Assembly of Belize. To pass the substance test, an in-scope IBC must be directed and managed from Belize, run its core income-generating activities locally, and maintain adequate employees and expenditure in the country. Substance scales with revenue and complexity.
Penalties are heavy. Failing to begin a required audit within 60 days can draw a fine of up to $150,000. Continued non-compliance after an audit can reach $300,000, plus license suspension or revocation, or being struck off the register. The overall administrative maximum is $350,000, with an added $1,000 per day for ongoing violations.11Financial Services Commission. Property Tax and Stamp Duties
Property tax is assessed annually by local authorities on the unimproved value of the land only; buildings are not counted. The rate is generally around 1%, which keeps Belizean property tax bills low by North American or European standards.
Stamp duty is the transactional tax when property changes hands, and the rate depends on the buyer. Belizean citizens and CARICOM nationals pay 5% on the price above $20,000. Foreigners pay 8% on the same basis, and foreigners buying through an IBC pay 7%. The first $20,000 of value is exempt regardless of who is buying. The buyer owes the duty, and title will not transfer until it is paid.
Share transfers also draw stamp duty. Under the 2024 Stamp Duties Amendment Act, shares in Belize-incorporated companies carry a 5% rate on value or consideration, whichever is greater, and shares in companies incorporated outside Belize carry 7%.12National Assembly of Belize. Filing Deadlines, Penalties, and Appeals
Employee income tax returns are due by March 31 following the end of the tax year. Employers file their PAYE reconciliation (the TD4 form) by early March.13Belize Tax Services. Miss a payment deadline and you owe an automatic 10% penalty plus 1.5% monthly interest until the balance is paid. Online payments submitted after 7:00 PM on the due date are treated as late, so do not leave electronic payment for the last hour.14Belize Tax Services. Payment FAQ
To dispute an assessment, file a written appeal with the Director General of the Belize Tax Service Department within 15 days of receiving the notice, explaining the specific grounds. The burden of proof sits with the taxpayer. The Director General can confirm, amend, or cancel the assessment. What U.S. Citizens Should Know
The United States and Belize have no bilateral income tax treaty and no Social Security totalization agreement. There is no treaty mechanism to prevent double taxation or coordinate contributions between the two systems.
U.S. citizens and permanent residents still report worldwide income to the IRS. Belizean tax paid at 25% can generally be offset with the Foreign Earned Income Exclusion or the Foreign Tax Credit, depending on which fits your facts. Without a totalization agreement, a self-employed American in Belize can owe both U.S. self-employment tax and Belizean Social Security contributions on the same earnings, with no treaty relief to remove the overlap.
