Belize Income Tax: Rates, Residency, and Filing

Belize income tax is a flat 25% levied only on income earned inside Belize, with a personal relief that exempts the first BZD $20,000 of chargeable income and leaves anyone earning BZD $29,000 or less owing nothing at all. Foreign-sourced income is not taxed, whether you are a resident or not. Returns are due March 31 for the prior calendar year.

Who Counts as a Tax Resident

Residency turns on a physical presence test. Under the Income and Business Tax Act, you are a tax resident if you spend more than 182 days in Belize during the tax year, or if you are domiciled in the country.1OECD. Permanent residents qualify, as do participants in the Qualified Retired Persons (QRP) Program, which is open to anyone age 45 and older.2Belize Tourism Board. Retirement Program

Residents and non-residents alike are taxed only on Belize-sourced income. What separates them is access to the personal relief allowance and other deductions: residents get them, non-residents do not.

The 25% Rate and the Personal Relief

Belize applies a single flat rate of 25% to chargeable income, with no progressive brackets.3Government of Belize. Income and Business Tax Act – Chapter 55 Chargeable income is what remains after your personal relief allowance is subtracted from your gross earnings.

The Income and Business Tax Amendment Act of 2024 restructured the relief into three bands:4Belize Tax Services. Income Tax Calculator

  • If you earn BZD $29,000 or less, you owe no income tax. Most employees in this band are not required to file a return.
  • If you earn between BZD $29,001 and $32,000, your personal relief is BZD $20,000, and a phase-out credit ensures your after-tax pay never falls below BZD $29,000.
  • If you earn more than BZD $32,000, your personal relief is BZD $20,000 with no additional credit, and the 25% rate applies to everything above that.

A worked example: someone earning BZD $50,000 has chargeable income of $30,000 after the $20,000 relief and owes $7,500 in income tax. That is an effective rate of 15%. The Belize dollar is pegged 2:1 to the US dollar, so BZD $50,000 is roughly USD $25,000.

Two further deductions can reduce chargeable income before the rate applies: contributions to an approved charitable organization, capped at one-sixth of chargeable income, and an educational allowance of up to BZD $400 per child.

What Income Belize Taxes

Wages and Salaries

Employment income runs through a Pay As You Earn (PAYE) system. Your employer withholds tax from each paycheck and remits it to the Belize Tax Service. At year-end you receive a TD4 slip, the Statement of Emoluments Paid, showing total income and tax withheld. The TD4 goes with your annual return.

Rent, Royalties, and Business Receipts

Rental income, royalties, and premiums from real property in Belize are not taxed under the income tax. They fall under a separate business tax on gross receipts, at 3% for property income, with no deductions for expenses like maintenance or mortgage interest.5Belize Tax Service. Self-employed individuals owe both the business tax on gross receipts and the 25% personal income tax on chargeable income. The business tax paid is credited against income tax, so in effect you pay whichever is higher.

Interest, Dividends, and Investment Income

Interest on Belizean time deposits is taxed at a flat 5%, withheld at source and treated as final. Lottery and similar winnings are hit with a 15% final tax.3Government of Belize. Capital Gains

There is no capital gains tax in Belize. Profits from selling real estate, stocks, or other assets are not taxed, and this applies to residents and non-residents equally.

Social Security Contributions

Belize funds social security through weekly contributions tied to insurable earnings, not a flat percentage. Both employees and employers pay in, and the employer’s share is the larger one. An employee earning under BZD $70 per week has a combined weekly contribution of BZD $5.50: $1.03 from the employee and $4.47 from the employer.6Social Security Board, Belize. Contributions

Employers remit the full amount and must deduct the employee’s share at the time wages are paid. Miss that deduction at payday and the employer loses the right to recover it. Workers age 60 to 64 who are already receiving a Social Security retirement benefit, and all workers age 65 and older, are covered by a reduced employer-only contribution of BZD $2.60 per week, with nothing deducted from the employee’s pay.

Filing Your Return

The tax year is the calendar year. Employees file an annual income tax return by March 31 of the following year using Form BTS203, available in printable and fillable electronic formats.7Belize Tax Services. Penalties for Filing or Paying Late

Missing a deadline creates two separate charges. The penalty for a late business tax return is 10% of the tax due for each month or part of a month it is outstanding, up to 24 months.11Belize Tax Service Department. Unpaid balances accrue interest at 1.5% per month until cleared, and a late payment adds a one-time 10% penalty on the tax due.13Belize Tax Services. Payment FAQ The charges stack quickly. A business that ignores a BZD $10,000 bill for a year could face $12,000 in filing penalties, $1,800 in interest, and a $1,000 late payment penalty on top of the original balance.

What US Citizens Should Know

The United States and Belize have no bilateral tax treaty and no totalization agreement covering social security. That has two practical consequences.

US citizens and green card holders living in Belize still have to report worldwide income to the IRS, even though Belize only taxes local income. The Foreign Earned Income Exclusion (up to $130,000 for 2026) and the Foreign Tax Credit can offset some of the double exposure, but neither is automatic.

Without a totalization agreement, you may pay into both the Belizean and US social security systems on the same earnings, with no credit crossing between them. Employees of a Belizean employer will have Belizean contributions deducted from their pay, and self-employed Americans may still owe US self-employment tax on the same income.

The QRP program adds one benefit worth flagging. Accepted participants receive a blanket exemption from Belizean taxes on income from sources outside the country, including foreign pensions, investment returns, and rental income.2Belize Tourism Board. For Americans, the IRS still treats that same income as taxable in the US regardless of the Belizean exemption.
