If your amended return is completed but no check has arrived, the money is almost always in one of three places: still in the mail, intercepted by the Treasury Offset Program to pay a debt, or sent to an old address. Once you’re past the normal mail-delivery window, the tool that gets you answers is Form 3911, which opens a formal refund trace with the IRS and the Bureau of the Fiscal Service.
“Completed” on the Where’s My Amended Return tracker means the IRS finished processing and mailed you everything related to the return. It does not confirm that a refund was issued, that the full amount was issued, or that the check reached your mailbox. Paper-filed 1040-X refunds always come as paper checks, with no direct deposit option, which is why most missing-refund problems trace back to a piece of mail.1Internal Revenue Service. How Long to Wait Before Taking Action
The IRS won’t investigate a missing check until enough time has passed for normal delivery. Per the Internal Revenue Manual, you need to wait at least four weeks from the date the check was mailed before initiating a trace. For a foreign address, the wait is nine weeks.2Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability
Use the tracker or your IRS online account to confirm the mail date before you start counting. If the tracker still says “Received” or “Adjusted” rather than “Completed,” a check hasn’t gone out yet and a trace won’t help — that’s a processing question, and the IRS advises calling 866-464-2050 only after 16 weeks have passed or when the tracker specifically tells you to.3Internal Revenue Service. File Form 3911 to Trace the Check
Form 3911, Taxpayer Statement Regarding Refund, is how you tell the IRS a refund never reached you and ask them to find it.4Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund This is the only way to get the IRS to investigate a missing check.
Complete the form with the tax year of the amended return, your filing information, and the refund amount as shown on your 1040-X. Mail or fax it to the IRS service center that handles your state; the correct address and fax number depend on where you live and are listed in the form’s instructions. If you filed jointly, both spouses need to sign.
Filing Form 3911 opens an investigation with the Bureau of the Fiscal Service. The Bureau checks whether the check was cashed and reports back.
If the Check Was Not Cashed
The original check is canceled and a replacement is issued. Expect roughly six weeks for a domestic replacement, and about nine weeks for a foreign address.2Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability
If the Check Was Cashed by Someone Else
The Bureau of the Fiscal Service sends you a claim package that includes a copy of the cashed check. You review the endorsement, complete a forgery affidavit, and return the package. The Bureau then investigates the endorsement and, if the claim is validated, arranges for a replacement.2Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability
If the Trace Stalls
If more than six weeks pass after you file Form 3911 with no resolution, the case is escalated to the IRS Refund Inquiry Unit, which should respond within 30 days.2Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability
Update Your Address Before You Ask for a Reissue
If you moved after filing the 1040-X, a replacement check will go to the same wrong address unless you correct your address of record. File Form 8822, Change of Address, with the IRS. Processing takes four to six weeks, so do this as early as possible — ideally before or alongside Form 3911.5Internal Revenue Service. Change of Address – Form 8822
If your last return was filed jointly, your spouse also has to sign Form 8822 unless you’re establishing a separate residence. Mail it to the service center listed on the form for your old address, and don’t staple it to a tax return.5Internal Revenue Service. Change of Address – Form 8822
Check Whether Your Refund Was Offset
Sometimes the tracker shows “Completed” because a refund was issued, but the money went to a creditor instead of to you. Through the Treasury Offset Program, the Bureau of the Fiscal Service can intercept a federal refund to pay past-due child support, federal non-tax debts, state income tax obligations, and certain state unemployment compensation debts.6Internal Revenue Service. Reduced Refund
When an offset happens, the Bureau mails a Notice of Offset showing the original refund amount, the amount taken, and the agency that received it. If you never got the notice, call the Treasury Offset Program to check whether your refund was applied to a debt before you assume the check is lost. If you dispute the debt itself, the dispute goes to the agency that referred it, not to the IRS.6Internal Revenue Service. Reduced Refund
Rule Out an Identity Verification Hold
A “Completed” status generally means processing is done, but if you’re seeing a status that has sat unchanged for months and no check ever mailed, the return may be stuck behind an identity verification hold. The IRS notifies you by mail, most often with Letter 5071C, and no refund will be issued until you respond.7Taxpayer Advocate Service. Identity Verification and Your Tax Return
If you never received the letter or can’t find it, log into your IRS online account to check for pending verification requests, or call the Taxpayer Protection Program line at 800-830-5084.7Taxpayer Advocate Service. Identity Verification and Your Tax Return
When to Bring in the Taxpayer Advocate Service
If you’ve filed Form 3911, waited past the reissue windows, and still can’t get answers, the Taxpayer Advocate Service (TAS) is an independent office within the IRS that can step in. You generally qualify for TAS help if the missing refund is causing financial hardship — you can’t pay rent, utilities, or other basic expenses — or if the IRS has failed to resolve your issue within 30 days or by a promised date.8Taxpayer Advocate Service. Can TAS Help Me With My Tax Issue
Frustration and long waits alone aren’t enough. Document a concrete hardship or a specific IRS failure to meet a deadline when you contact TAS, and bring your 1040-X, Form 3911 confirmation, and any IRS correspondence.
Your State Refund Is a Separate Question
A federal amendment often changes your state tax liability, and most states require you to file an amended state return when the federal return changes.3Internal Revenue Service. Topic No. 308 – Amended Returns A missing federal check has nothing to do with a state refund and won’t be resolved by any federal process. If a state refund is also missing, contact your state’s revenue department directly — deadlines and procedures vary widely, with some states giving as little as 60 days from the federal change and others allowing up to 180 days.
