1099 Address Rules: Moves, Corrections, and Penalties

On a 1099, the payer’s address goes in the upper-left block and must match what the IRS has on file for your EIN or SSN; the recipient’s address goes in the recipient block and must match the address on their most recent Form W-9. Both are matched against IRS records, and an incorrect address on either the IRS copy or the payee copy can trigger penalties of up to $340 per return for 2026.1Internal Revenue Service. Where the Recipient’s Address Comes From

Every contractor or payee should give you a completed Form W-9 before you pay them. Line 5 asks for their street address and Line 6 for city, state, and ZIP. The IRS tells recipients that Line 5 is “where the requester of this Form W-9 will mail your information returns,” and if they submit a new W-9 with a different address, they’re instructed to write “NEW” at the top.2Internal Revenue Service. Collect the W-9 before your first payment that could cross the $600 reporting threshold. If a payee won’t provide one, or won’t give you a valid TIN, you’re required to withhold 24% of every reportable payment as backup withholding, and you become personally liable for any backup withholding you fail to collect.3Internal Revenue Service. The recipient signs the W-9 under penalties of perjury certifying that their information is correct. That signature shifts liability: if you rely in good faith on a properly completed W-9 and the address later turns out to be wrong, the penalty burden falls on the recipient, not on you.

For sole proprietors, the address on the W-9 is usually a home address, since the individual and the business are the same entity for tax purposes. If the sole proprietor listed a separate business mailing address, use that. Corporations, partnerships, and LLCs taxed as corporations list their principal office address, which carries over to the 1099.

Where the Payer’s Address Comes From

Your business address goes in the upper-left section of the form, labeled for the payer’s name, street address, city, state, ZIP, and telephone number. Use the address associated with the EIN (or SSN, for sole proprietors) that appears on your other filings, including Form 945 if you report backup withholding. The IRS matches the name and TIN in the payer section against its records, and a mismatch can flag the return for review. A P.O. Box is acceptable if that’s where your business receives IRS mail. Consistency is what matters: the address on your 1099 forms should be the same address you use on your other IRS correspondence. Include the full street address with suite or unit if applicable, and add the four-digit ZIP extension when you have it.

If your principal place of business is outside the United States, paper forms go to the Austin Submission Processing Center rather than the address for domestic filers.6Internal Revenue Service. General Instructions for Certain Information Returns (2025)

When a Recipient Moves

The recipient’s address on the 1099 controls where their copy is mailed, and you must furnish that copy by January 31 of the year following payment.7Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025) If a recipient moves late in the year, they need to send you a new W-9 promptly. The Form W-9 instructions warn that even after a new address is provided, “there is still a chance the old address will be used until the payor changes your address in their records.”2Internal Revenue Service. Form W-9 (Rev. March 2024) Request for Taxpayer Identification Number and Certification Update your records as soon as a new W-9 arrives rather than waiting until year-end processing.

If the 1099 comes back as undeliverable and you used the address from the most recent W-9, you’ve generally met your furnishing obligation. The IRS asks whether you exercised reasonable care, and relying on a signed W-9 satisfies that standard. You should still make a reasonable effort to locate the recipient and resend the form.

Foreign Addresses

A U.S. citizen or resident alien living abroad still gets a 1099 and still provides a W-9. When you file a 1099 for a U.S. person with a foreign address, the form’s address fields take a foreign format: city or town, province or state, country, and the foreign postal code.

If the recipient is a foreign person, meaning a nonresident alien individual or foreign entity, you generally don’t issue a 1099 at all. You file Form 1042-S, Foreign Person’s U.S. Source Income Subject to Withholding, along with the annual Form 1042, and you need a separate 1042-S for each recipient, each type of income, and each withholding rate.8Internal Revenue Service. Fixing an Incorrect Address

If you catch the wrong address before you file or furnish the 1099, get an updated W-9 and use the corrected address. Once you’ve already filed with the IRS and sent the recipient their copy, the process is more involved.

Prepare a new form of the same type and check the “CORRECTED” box at the top. Do not check the “VOID” box. IRS scanning equipment treats voided forms as if they don’t exist, and your correction will never enter IRS records.7Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025) If only the address was wrong and the dollar amounts were right, enter all the same payment data on the corrected form with the updated address.

For paper corrections, submit the corrected Copy A along with a new Form 1096 transmittal to the appropriate IRS Submission Processing Center, and furnish an updated copy to the recipient.6Internal Revenue Service. Penalty Amounts and How Timing Changes Them

Two sections of the Internal Revenue Code cover 1099 address errors. Section 6721 covers the return filed with the IRS; Section 6722 covers the statement furnished to the recipient.9Office of the Law Revision Counsel. 26 USC 6721 – Failure to File Correct Information Returns10Office of the Law Revision Counsel. 26 USC 6722 – Failure to Furnish Correct Payee Statements An incorrect address on either copy qualifies as incorrect information under these sections, and the penalty tier depends on how quickly you fix it.

For 2026, the inflation-adjusted amounts are:1Internal Revenue Service. Information Return Penalties

  • Corrected within 30 days of the original due date: $60 per return.
  • Corrected after 30 days but by August 1: $130 per return.
  • Not corrected by August 1, or never filed: $340 per return.
  • Intentional disregard: $680 per return, or a percentage of the reportable amount, whichever is greater.

These are per-return amounts, and they add up fast when the same bad address format runs through hundreds of forms. Annual caps are lower for small businesses with gross receipts of $5 million or less. Intentional disregard removes all caps and reduced-penalty tiers, so ignoring a known address problem is far more expensive than fixing it.10Office of the Law Revision Counsel. 26 USC 6722 – Failure to Furnish Correct Payee Statements

The cheapest path is prevention. Collect a current W-9 from every payee before your first payment, ask for an updated one whenever you learn of an address change, and verify that your own business address matches your EIN records before you generate a single form.
